OF THE CITY OF SAINT PAUL IN SUPPORT OF THE DOWNTOWN AREA DISTRICT HEATING PROJECT WHEREAS, by its Resolution, Council File 273375 adopted July 24, 1979, the City Council approved the Articles of Incorporation and By-Laws of the District Heating Development Corporation (DHDC) formed for the purpose of designing and constructing a hot water heating co-generation and distribution system (District Heating) for the Downtown Area of Saint Paul and by its Resolution, Council File 273374 adopted July 24, 1979 the City Council approved the provision by the City to DHDC of staff and other assistance; and wHEREAS, by its Resolution, Council File No. 274899 adopted May 8, 1980, the City Council authorized the Adminis- tration working jointly with DHDC to solicit proposals for underwriting long term financing of the District Heating project, by its Resolutions, Council File 275570 and 275557 adopted September 4, 1980, the City Council authorized reten- tion of bond counsel in connection with District Heating financing and provided for interim funding of bond counsel fees, and by its Resolution, Council File 276043 adopted December 11, 1980 the City Council gave its consent to execu- tion of an Investment Banking Services Agreement between DHDC and a bond underwriting firm; and WHEREAS, by Laws 1981, Chapter 334 the Legislature of the State of Minnesota enacted legislation making provision for State and local financing of District Heating projects in- cluding revenue bond issuance by municipalities and municipal COUNCILMEN Requestgd by Department of: Yeas Nays � Hunt Levine In Favo[ Maddox McMahon B Showalter __ Against Y Tedesco Wilson Fo�m Appro y City t y � Adopted by Council: Date — .
