Levine Referred To Committee: Date Out of Committee By Date WHEREAS, municipalities across the country continue to be impacted by environmental hazards resulting from noisy aircraft operations; and WHEREAS, legislation to establish a fund to combat the ill-effects of aircraft and airport-operations-related environmental hazards is imperative to insure relief for affected citizens; and WHEREAS, negative effects of aircraft noise present a significant cost to communities -- that cost not currently borne by the airports or airfares ; and WHEREAS, Congress currently is seeking to defederalize large airports , thereby making cities affected by such a move ineligible for federal funding; and WHEREAS, a minimal charge of less than a dollar, levied only at the point of origin of a trip, would have no significant effect on the cost of travel , and would help support programs to counter the negative effects on people and property brought about by aircraft and airport noise; so, therefore, be it RESOLVED, that in the event that Congress defederalizes large airports, this Council supports legislation which would enable those affected airports to levy a head tax to be used to mitigate the effects of airport noise; and be i t FURTHER RESOLVED, that this Council supports equal access to the funds generated by the noise-abatement head tax both to operators of airports and to non-operating neighboring communities affected by the noise from large airports.
