RESOLUTION MAKING CERTAIN FINDING,
APPROVING A FINANCING PLAN AND
CREATING A TAX INCREMENT FINANCING
DISTRICT FOR THE NEW HOUSING AND
BLIGHTED LAND DEVELOPMENT PROJECT
WHEREAS, the Housing and Redevelopment Authority of the City
of Saint Paul, Minnesota (HRA) has submitted in connection with
the �1ew Housing and Blighted Lands Development Project and
Redevelopment Plan heretofore approved by the Council of the
City of Saint Paul, Minnesota, a Tax Increment Financing Plan
proposing the creation of a tax increment financing district
consisting of said Redevelopment Project Area for the purpose
of financing said project redevelopment activities and housing
provision; and
WHEREAS, the said Redevelopment Plan and Tax Increment
Financing Plan submitted contain a statement of objectives and
development program of the HRA for the improvement and develop-
ment of the Redevelopment Project Area and Tax Increment Financing
District proposed including property to be acquired, and the Tax
Increment Financing Plan contains estimates of the cost of the
district, sources of revenue to finance the District, the most
recent assessed value of taxable real property within the
District, the estimated captured assessed value of the District
at completion, the duration of the existence of the District,
and a statement of the HRA' s estimate of the impact of tax
increment financing on the assessed values of all taxing juris-
dictions in which the District is located; and

WHEREAS, the HRA and City Council have provided an opportunity
to members of the Ramsey County Board and Independent School District
No. 625 to meet with the HRA Board and City Council and HRA has
presented the Board members of said County and School District its
estimate of the fiscal and economic implications of the proposed
tax increment financing district; and
V,IHEREAS, on June 9, 1981, the City Council conducted a ,public
hearing upon the Tax Increment Financing Plan after published notice
in the Saint Paul Pioneer Press and Dispatch on May 23, 1981, which
hearing was held in conjunction with a public hearing to approve
the New Housing and Blighted Lands Development Project; and
WHEREAS, at said public hearing the City Council heard testimony
from all interested parties appearing on the approval of said Project
and creation of said District, reviewed and considered the Project Rede-
velopment P1an, Project Eligibility and Activities Report, Relocation
Plan and Tax Increment Financing Plan with supporting Analysis,
Attachments, Map and Tables, and the findings and determinations
of the St. Paul Planning Commission and of HRA, respecting said
Project and District; Now Therefore, be it
RESOLVED by the Council of the City of Saint Paul, in view
of the foregoing hereby approved as findings, that the following
further findings are hereby made:
1. Upon the evidence presented in the public hearing
and upon the data, information, and statistical
evidence specifically stated in Section IX of the
Tax Increment Financing Plan, the Appendix thereto

and as supplemented in the Project Eligibility and
Activities Report and by other information available
to and knowledge of the Councilmembers, that each
of the sites comprising thE Project and District
Area individually is a redevelopment district within
the meaning and provision of Minnesota Statutes
Section 273.73 Subdivision 10 (1) or (3) , and that
said sites collectively constitute a redevelopment
district within the meaning and provision of Section
273.73 Subdivision 10 (3) , and that the district area
is a housing district within the meaning and provision
of Section 273.73 Subdivision 11;
2. That the proposed development or redevelopment has
not occurred nor would it occur solely through
private investment within the reasonably foreseeable
future without significant public financial and other
Project assistance proposed, that usual sources of
public revenue are not adequate to provide the
required level of such public assistance and that,
therefore, the use of tax increment financing as
proposed in the Plan is necessary to the accomplish-
ment of the development and redevelopment of the
District in accordance with the Project and District
Plans;
3. That the tax increment financing plan conforms to the
Saint Paul Comprehensive Plan which is the general
plan for the development of the municipality as a
whole;

4 . That the tax increment financing plan will afford
maximum opportunity, consistent with the sound
needs of the municipality as a whole, for the
development or redevelopment of the district by
private enterprise; and
5. That the City of Saint Paul elects the method of tax
increment computation set forth in section 273.76,
subdivision 3, clause (a) .
FURTHER RESOLVED, by the City Council that the New Housing
and Blighted Lands Tax Increment Financing Plan is hereby approved
and the HRA is directed to file a copy thereof and of this
resolution with the State Planning Agency, and that the New
Housing and Blighted LaMds Tax Increment Financing District is
hereby created and the HR.A is directed to file copies of the Plan
and this resolution with the Ramsey County Department of Taxation
with its request for certification of the origix�.al assessed value
of the District as described in said Plan.

RESOLUTION MAKING CERTAIN FINDING,
APPROVING A FINANCING PLAN AND
CREATING A TAX INCREP�ENT FINANCING
DISTRICT FOR THE NEW HOUSING AND
BLIGHTED LAND DEVELOPMENT PROJECT
WHEREA5, the Housing and Redevelopment Authority of the City
of Saint Paul, r4innesota (HRA) has submitted in connection with
the New Housing and Blighted Lands Development Project and .
Redevelopment Plan heretofore approved by the Council of the
City of Saint Paul, Minnesota, a Tax Increment Financing Plan
proposing the creation of a tax increment financing district
consisting of said Redevelopment Project Area for the purpose
of financing said project redevelopment activities and housing
provision; and
WHEREAS, the said Redevelopment Plan and Tax Increment
Financing Plan submitted contain a statement of objectives and
development program of the HRA for the improvement and develop-
ment of the Redevelopment Project Area and Tax Increment Financing
District proposed including property to be acquired, and the Tax
Increment Financing Plan contains estimates of the cost of the
district, sources of revenue to finance the District, the most
recent assessed value of taxable real propert.y within the
District, the estimated captured assessed value of the District
at completion, the duration of the existence of the District,
and a statement of the HRA' s estimate of the impact of tax
increment financing on the assessed values of all taxing juris-
dictions in which the District is located; and

WHEREAS, the HRA and City Council have provided an opportunity
to members of the Ramsey County Board and Independent School District
No. 625 to meet with the xRA Board and City Council and HRA has �
presented the Board members of said County and School District its
estimate of the fiscal and economic implications of the proposed
tax increment financing district; and
WHEREAS, on June 9, 1981, the City Council conducted a public
hearing upon the Tax Increment Financing Plan after published notice
in the Saint Paul Pioneer Press and Dispatch on May 23, 1981, which
hearing was held in conjunction with a public hearing to approve
the New Housing and Blighted Lands Development Project; and
WHEREAS, at said public hearing the City Council heard testimony
from all interested parties appearing on the approval of said Project
and creation of said District, reviewed. and considered the Project Rede-
velopment P1an, Project Eligibility and Activities Report, Relocation
Plan and Tax Increment Financing Plan with supporting Analysis,
Attachments, Map and Tables, and the findings and determinations
of the St. Paul Planning Commission and of HRA, respecting said
Project and District; Now Therefore, be it
RESOLVED by the Council of the City of Saint Paul, in view
of the foregoing hereby approved as findings, that the following
further findings are hereby made:
l. Upon the evidence presented in the public hearing
and upon the data, information, and statistical
evidence specifically stated in Section IX of the
Tax Increment Financing Plan, the Appendix thereto

and as supplemented in the Project Eligibility and
Activities Report and by other information available
to and knowledge of the Councilmembers, that each
of the sites comprising the Project and District
Area individually is a redevelopment district within
the meaning and provision of Minnesota Statutes
Section 273.73 Subdivision 10 (1) or (3) , and that
said sites collectively constitute a redevelopment
district within the meaning and provision of Section
273 .73 Subdivision 10 (3) , and that the district area
is a housing district within the meaning and provision
of Section 273.73 Subdivision 11;
2. That the proposed development or redevelopment has
not occurred nor would it occur solely through
private investment within the reasonably foreseeable
future without significant public financial and other
Project assistance proposed, that usual sources of
public revenue are not adequate to provide the
required level vf such public assistance and that,
therefore, the use of tax increment financing as
proposed in the Plan is necessary to the accomplish-
ment of the development and redevelopment of the
District in accordance with the Project and District
Plans;
3. That the tax increment financing plan conforms to the
Saint Paul Comprehensive Plan which is the general
plan for the development of the municipality as a
whole;

4 . That the tax increment financing plan will afford
maximum opportunity, consistent with the sound
needs of the municipality as a whole, for the
development or redevelopment of the district by
private enterprise; and
5. That the City of Saint Paul elects
FURTHER RESOLVED, by the City Council that the New Housing
and Blighted Lands Tax Increment Financing Plan is hereby approved
and the HRA is directed to file a copy thereof and of this
resolution with the 5tate Planning Agency, and that the New
Housing and Blighted Lands Tax Increment Financing District is
hereby created and the HRA is directed to file copies of the Plan
and this resolution with the Ramsey County Department of Taxation
with its request for certification of the original assessed value
of the District as described in said Plan.
