The alloted time for cleanun wa� unreasonably short. 3. Work in progress verified by the city on Nov. 18 ahould have put city process in abeyance. �+. Before atarting work, city offieials should be required to send written estimate oP coste. 5. Work of city erew should be limited to work specified in the work order. 6. Chargea for work on another 's property can not legally be charged to someone elee. 7. City ofPiciale reaction to this will b e that their letter of Nov �+ requesta one to ca11 their ofPice if you have queatione. Plea�e read the aub�ect letter and note the formal nature-- public hearings, written requesta, etc. Thia hardly givea the impression that a phone call will de- lay the procese. To Whom it May Concern: Thia letter is my appeal of the City Council deciaion re- garding aummary abatement assesament for January 1981, file # 18194� page 3. The legal deaeription of the sub�ect property 1e Niinea & Wedge 'e Rearrangement of Block 3, 8weeney 's Addition, Lot $. �►fter P1ov,1980 I received notice to remove tree branehes, tree trunk debris and tall brush over and around fence by Nov. l4. This allowed me one weekend to work on the task which I did. Unfortunately, I was unable to complete the effort on that weekend. City inspeetion on Nav.18 should have noted that the �ob wae in progresa but- �et they pro- cessed a Public 'uJorks De�t. work order and completed the �ob to the tune of �552. 50. A �ob oP this m�gnitude eer-- tainly should allow me more time for completion. Subsequent to city Qompletion of the above work, I visited the site and Pound that the crew not only strinped my Iot but also part of the neighbors lot and inc.luded those costs in my b illing. The work directly relating to the neighboring property can be seen from eity photos regard- ing lilac bush removals and huge piles of leavea removed. I estimate this cost to be �250.00. In summary I 'm appealing 3 matters I. City removal was unwarranted wh�n I wa8 in the process of cleaning the site. 2. The cost is exeessive considering that the work to clean the neighbors lot was billed to me as part of the �552. 50 cost. In fact the removal of the leaves waa not even stipulated on the work order. 3. City removal of the "debri�" reaulted in indi$crimi- nate cutting oP all mature shrubbery right at the ground level; effectively stripping the property. This hae resulted in an estimated decre�se in proper- ty value oP ��00.00 to �1000.00. This entire matter reaZly begs for city review of the summary abatement process. �Qyz/ �� . �� ST.
