April 23, 1981 Mr. John Connelly, Director Council Research Center 7th Floor City Hall St. Paul, Minnesota 55102 Re: District Boundaries Litigation Funding for Attorneys' Fees and Costs Dear John: This is a formal request by the Saint Paul Charter Commission to the St. Paul City Council, through your office, for additional funding of legal expenses and costs being incurred by the Saint Paul Charter Commission in the pending litigation in which it is a party, involvinq the determination of the legal body having authority to determine district boundaries for city elections as - required by the City Charter. - - The previous funding limit for this purpose was $10,000 .00, pur- suant to the resolution of the Saint Paui Charter Commission, dated December 18 , 1980, and the letter of agreement authorized thereby, executed by the President of the Commission and Michael J. Sheahan, legal counsel employed to represent the Commission in such litigation.. The Saint Paul Charter Commission at its meeting today, passed a resolution �requesting the additional funding necessary to com- plete the pending litigation, which is now on appeal to the Minnesota Supreme Court., and set a maximum of an additional $5,000 .00 over and above the original $10,000.00 previously funded, with additional funding over that new limit to require prior approval by the Saint Paul Charter Commission. You were present at the meeting of the Commission today, how- ever, this letter will serve as official notice and as an official request to the City Council for this additional funding approved by the Commission today.
