WHEREAS, Council File 00-577 authorized the execution of a grant agreement beriveen the City and the
Minnesota Pollution Control Agency; and
WHEREAS, this agreement provided $2,000,000 in financing to implement a portion of the clean up at the
Pig's Eye Dump Superfund site in accordance with the approved response acrion plan, and
Wf�REAS, the Environmental Clean Up Grant activity (31165) has been established to account for the
financing and spending associated with this grant, and
WHEREAS, the Mayor, pursuant to Section 10.071 of the City Charter, does certify that there aze funds
of $2,000,000 available for appropriation in excess of those estimated in the 2000 Budget; and
WHEREAS, the Mayor recommends the following changes to the 2000 budget;

The City operated a dump at Pig's Eye from the mid 1950s until the early 1970s. Currently Pig's Eye is the largest
. superfund site in the state. The State of Minnesota through the Minnesota Pollution Control Agency (MPCA) has
granted the City $2,000,000 to implement phase 1 of the RAP.
