An administrative Resolution approving the terms
and conditions of 1980-1981 Memorandum of Agree-
ments between the City of Saint Paul and the following
Bargaining Unit representatives:
AFSCME Local 2508
AFSCME Local 1842
WHEREAS, the Council, pursuant to provisions of Section 12. 09 of
the Saint Paul City Charter and the Public Employees Labor Relations Act
of 1971, as amended, recognizes the above-mentioned Unions as exclusive
representatives certified by the Bureau of Mediation Services for the
purpose of ineeting and negotiating the terms and conditions of employment
for all full-time personnel in the classes of positions as set forth in the
Agreements between the City of Saint Paul and the above-mentioned Unions;
now, therefore, be it
RESOLVED, that the Memorandum of Agreements, cited above, dated
as of the effective date of this Resolution, between the City of Saint Paul and
the above-mentioned Unions, on file in the office of the City Clerk, are here-
by authorized and directed to execute said Agreements on behalf of the City.

I0.1 The EMPLOYER wil}. continue for the period of this AGREE`�cfEtZT to provide for
employees such health and life insurance benefits as are provided by the
EMPLOYER at the time of execution of this AGREEriENT.
10.2 The ErIPLOYER will for the period of this AGREEMENT provide for er.�ployees
who retire after the time of execution of this AGREEr!E�iIT and until such
employees reach sixty-five (65) years of age such health insurance benefits
- and life insurance benefits as are provided by the EP�PL4YER for such employees.
10.3 In order tv be eligible for the benefits under this early retiree provision, -
the employee must: _
�10.31 Be receiving benef its from a public emplopee retireatent act at
the time of retir�ent.
10.32 Ha.ve severed his relationship with the City of Saint Paul under �
one of the early retiree plans. �
10.4 For ea.ch. eligible employee covered by this AGREF21II3T who selects Blue Cross-
Blue Shield insurance coverage, the Y�IPLOYER agrees to contribute the cost of _
such coverage or $54.51 per month, whichever is Iess. In addition, for each
employee who selects Blue Cross-Blue Shield dependentts coverage, the F1�iPL0YER
will contribute the cost of such dependent's coverage or� $i26.52 per month,
whichever is less, �
I�.S For each eligible employee covered by this AGRE�T who selects Group Health
insurance coverage, the II�LOYIIt agrees to contribute the cost af such coverage
or $39.79 per month, whichever is less. In addition, for each employee who
selects Group Health dependent's coverage, the II�IPLOXER will contribute the
cost of such dependent's coverage or $?6.93 per month, «hichever is less.
10.6 For each eligible employee covered by this AGREF�IENT who selects the Coordinated
Health insurance coverage, the ErIPLOYIIt agrees to contribute the cost of such
coverage or $47.40 per month, whichever is less. In addition, for each employee

of 1980-I981 negotiations the parties hereto have agreed as follows:

entered into February 25, 1980, shall be the basis of tne

with Article X - Insurance which is attached herete zr.d rsac�e

Negotiator, but is subject to approval by the City Administration. and adoption

contribute the cost of such dependent's coverage or $86.40 per month, whichever
is less.
10.7 For each eligible employee covered by this AGREII�IENT who selects HMO rfinnesota
insurance coverage, the E�iIPLOYER agrees to contribute the cost of such coverage
or $46.41 per month, whichever is less. In addi.tion, for each employee wha
selects the HMO�Iinnesota dependent�s coverage, the F�IPLOYER will contribute
the cost of such degendent's coverage or $92.03 per nonth, whichever 3s 1ess.
10.8 For each eligible employee covered by this AGREII�IENT who selects the SHARE
insurance coverage,. the EMPLOYER agrees to contribute the cost of such coverage
or $37.51 per month, whichever is less. In addition, foe each empZoyee who
selects the SHARE dependent's coverage, the EMPLOYER will contribute the
cost of such dependent's coveraoe or $76.51 per month, whichever is less. .
10.9 The EMPLOYER agrees to contribute the cost for $5,000 of Life Insurance Coverage
for each emgloyee who is eligible for such coverage or $1.77 per month, which-
ever amount is less. This contribution shall be paid to the EMPL4YER�S Group
Health and Welfare Plan.
� 10.10 The contributions indicated in 10.4 thru 10.9 sha11 be paid to the II��LOYER'S

ME�IORtLNULM OF AGREEMEI�T .
This riemorandum of Agreement is by ar.d between the City of Saint Paul and
Local Union 1842, District Council 91 of the AFSCME. In fuZ1 settlement
of 1980-1981 negotiations the parties hereto have agreed as foZlows:
1. E�ccept as herein modified, the Aoreement between the parties,
entered into February 25,. 1980, shall be the basis of the
forthcoming Iabor agreement.
2. Article X - Insurance of said Agreement shall be repZaced
with Article X - Insurance which is attached hereto and made
a part hereof.
It is understood that the above settlement shall be recomaended by the Gity
Negotiator, but is subject to approval by the City Administration and adoption
by the Civil Service Commission and the City Council.
IN WITNESS WHEREOF, the parties hereto have affi�ced their signatures this 30th
day of March, 1981.

or $39.79 per month, whichever is less.. In addition, for ea.ch employee who
selects Group Health dependent's coverage, the EMPLOYER will contribute the
cost of such dependent's coverage or $76.93 per iaonth, �ohichever is ].ess.
10.6 For each eligible employee covered by this AGREEhIII1T who selects the Goordinated
Health insurance coverage, the FT4PLOYER agrees ta contribute the cost of sucr
coverage or $47.40 per month, �ahichever is less. In addition, for each employee

ACTION REQUESTED
We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
This resolution approves 1980-1981 Memorandum of Agreements between the City
of St. Paul and AFSCME Local 2508 a.nd AFSCME Local 1842.
The Memorandums amend the current contracts with the Clerical bargaining unit
and the Technical bargaining unit. This amends the insurance article in each contract.
The basic change in the �.rticle is the addition of language referring to the two new
options now available for insurance coverage (HMO-Minnesota and SHAR.E). This new
language establishes the 1981 amounts to be paid by the employer for each plan.
