RESOLVED, That the Council of the City of Saint Paul hereby
directs the City Attorney to seek an opinion from the Attorney
General on the following legal issue:
Since the City Council has determined that it is
in the best interests of the citizens of the City that
a cable communications system within the city be owned
and operated by a non-profit corporation, is the Council
permitted under 4 MCAR, Sec. 4.140E.4, to directly
negotiate with a non-profit corporation for the fran-
chise or must it follow the franchising process as set
forth in 4 MCAR, Sec. 4.140A through 4 MCAR, Sec. 4.140D?
