WHEREAS, The City of 5aint Paul entered into a contract with
Mr. Thomas Stearns (hereinafter "Rate Expert") , dated January 4,
1980, whereby Rate Expert would assist in the representation of the
City with regard to natural gas and utility rate proceedings; and
WHEREAS, On September 10, 1980, the contract was amended to
include representation of the City in steam heating utility pro-
ceedings; and
WHEREAS, Northwestern Bell Telephone Company has filed a peti-
tion for an increase in certain telephone rates that will severely
impact the City of Saint Paul, in particular in the City' s provision
of emergency services to its citizens; and
WHEREAS, Based upon the Rate Expert' s demonstrated expertise in
utility matters, the City desires to have him represent it in the
Northwestern Bell Telephone Company rate proceedings; now, therefore,
be it
RESOLVED, That the proper City officials are hereby authorized
to execute the attached contract amendment so as to allow Rate
Expert to assist in the representation of the City of Saint Paul in
the Northwestern Bell Telephone Company rate proceeding arising out
of a petition filed by Northwestern Bell under pocket No. P-421/M80-
306.
