(ENERGY PARK DEVELOPMENT DISTRICT, DEVELOP— MENT DISTRICT NUMBER 3) WHEREAS, a) Minnesota Statutes, Chapter 472A (the "Act") authorizes cities to develop a program for improving a district of the municipality to provide impetus for commercial development; to increase employment; to protect pedestrians from vehicle traffic and inclement weather; to provide the necessary linkage between peripheral parking facilities and places of employment and shopping; to provide off-street parking to serve the shoppers and employees of the district; to provide open space relief within the district; and to provide other facilities as are outlined in the development program adopted by the governing body; and b) The Act further authorizes cities, after consultation with its planning agency and after a public hearing, notice of which shall have been published in the official newspaper of the city, to designate development districts within the boundaries of the city. The city must also provide for relocation pursuant to section 472A.12 and consult with the advisory board created by section 472A.11 before making this designation. The City Clerk is hereby authorized and directed to cause said Notice of Hearing to be given on publication in the official newspaper of the City of Saint Pau1, Minnesota, and in a newspaper of general circulation, not less than 10 days nor more than 30 days prior to the date fixed for said hearing, as shown in the Notice of Hearing attached hereto. Public hearing notice . � .x �,�,����y �J NOTICE OF PUBLIC HEARING ON A PROPOSAL FOR A PROGRAM TO CREATE THE ENERGY PARK DEVELOPMENT DISTRICT AND TO ADOPT A PROGRAM FOR THE IMPROVEMENT THEREOF To Whom It May Concern: Notice is hereby given that the City Council of the City of Saint Paul, Minnesota will meet at the City Council Chamber, City Hall in the City of Saint Paul, Minnesota at 10:00 o'clock a.m. on May 26, 1981, to consider the proposal that the City Council create the Energy Park Development District , (Development District Number 3) and adopt a program for the improvement thereof (the "Program") pursnant to Minnesota Statutes , Chapter 472A. � Energy Park is a development of 226 acres in the Midway area of Saint Paul bounded on the east by Lexington Parkway, on the west by Prior Avenue (extended) , on the north by tl3e Burlington Northern main line tracks and on the south by the main line tracks of the former Great Northern Railroad. Parts of Energy Park already scheduled for development are as follows : an Energy Technology Center by Control Data Corporation, 950 units of housing by AH�nT, Inc. , and an office/research building by Energy Center Building, Inc. Land for additional development in Energy Park is available through the Port Authority of the City of Saint Paul . The concept of Energy Park is one of mixed residential and job providing industrial/commercial environmertt, in short, a new neighborhood in Saint Paul. This new neighborhood is to have its own central heating and cooling system to provide �eat to all buildings in Energy Park during the winter and cooling to those buildings in the summer. Construction in Energy Park and recon- struction of existing buildings in the Burlington Northern' s • Como Shops Yard will utilize energy efficient technologies in order to reduce energy consum�tion in Energy Park. The p.roximity of housing to job providing industries and commercial establishments will permit reduced dependence on the automobile for persons who choose to live and work in Energy Park, thereby further conse�ving scarce energy resources . � � Ultimately some 4800 persons will be employed in Energy Park and approximately 3, 000 people will live the re.
