WHEREAS, it is the desire of the City of Saint Paul to assist needed development
projects and
WHEREAS, it is the desire of the City of Saint Paul to stabilize and increase its tax
base through maintenance of existing housing and the encouragement of needed development
and
WHEREAS, tax abatements provided under the Redevelopment Corporation Act run
contrary to that overall goal and
WHEREAS, tax increment assistance is not defined as tax abatements.
NOW THEREFORE BE I"f RESOLVED, that unless expressly determined by the Council
of the City of Saint Paul and with the exception of tax abatement assistance to assist in
low income rental housing development, the City of Saint Paul will not consider tax abatement
as a development/redevelopment tool.

Dear Ruby:
Attached is the draft Council Resolution which you requested regarding
tax abatements. After reviewing the issue internally in PED, I think
we were all of the agreement that tax abatement is a tool which we
definitely want to discourage. It will be very helpful for us as
staff to have a council resolution to point to in that regard.
However, the one area where it was felt by McNellis , Wellington, and
myself tax abatement could be useful and maybe even critical in the
future is in assisting in the development of low-income rental housing
in the city. We would very much like to keep that flexibility.
Please let me know if you have any problems with this approach,
and also your schedule for bringing the issue to the attention of
the Council .
