After reviewing the issue internally in PED, I think we were all of the agreement that tax abatement is a tool which we definitely want to discourage. It will be very helpful for us as staff to have a council resolution to point to in that regard. However, the one area where it was felt by McNellis , Wellington, and myself tax abatement could be useful and maybe even critical in the future is in assisting in the development of low-income rental housing in the city. We would very much like to keep that flexibility. Please let me know if you have any problems with this approach, and also your schedule for bringing the issue to the attention of the Council . Sincerely, James J. Bellus Director JJB:co Attachment
