WHEREAS, A public hearing before the City Council having been
conducted on April 16, 1981 where all interested persons were heard,
and the Council having considered all the facts and recommendations
concerning the petition; now, therefore,
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That the zoning map of the City of Saint Paul, Sheet No. 6,
as incorporated by reference in Section 60.401 of the Saint Paul
Legislative Code, as amended, is hereby further amended as follows:
That property located on the north side of vacated
Montana between Edgerton and Parkway Drive, and the
southwest corner af Montana and Parkway Drive, being
more particularly described as Lots 24 through 27,
Block 3, and, except the south 57 .3 feet, Lot 10,
Block 5, Harrison and Iiandy's Addition, be and is
hereby rezoned from B-1 to RM-2 .
Section 2 .
This ordinance shall take effect and be in force thirty (30)

City Council Hearing: April 16, 1981
Dear Sir:
This letter is written in response to the petition of Milton Brink to rezone
property at 643 Parkway Drive from B-1 (local business) to RM-2 (medium density,
multi-family, height limit of 5 stories) to allow construction of an 18 unit
apartment building.
The case was scheduled to be heard by the Zoning Committee on January 8, 1981 ,
but was laid over since the applicant was not present. On February 5, the
Zoning Committee conducted a public hearing on the case. Correspondence
received on the case included a letter from the District 5 Planning Council in
support of the rezoning and a letter from an adjacent business in favor of the
rezoning. The Zoning Committee recommended approval of the rezoning on a vote
of 3-0.
The Planning Commission considered the Zoning Committee's recommendation on
February 13, 1981 , and voted 16-0 to approve the rezoning.
The matter of the requested rezoning is scheduled to be heard by the City Council
on April 16, 1981 . Please notify me by April 15, 1981 , if any member of the
City Council wishes to have slides presented at the City Council public hearing.

A. PURPOSE: The applicant is requesting a rezoning from B-1 to RM-2 to allow construction
o—T8-unit apartment building.
6. SUFFICIENCY: The application was filed on a consent petition declared sufficient by
the �nance Department on November 28, 1980. Forty parcels were eligible to sign; 28
were needed; and 30 were obtained.
C. SITE & AREA CONDITIONS: The site has an approximate area of 32,734 sq. ft. It is
currently an underutilized parking lot for the businesses on the corner of Payne Avenue
and Parkway Drive. Surrounding land uses include apartment buildings to the west and
north, commercial to the east, and single family to the south.
D. FINDINGS:
1 . The proposed apartment building will contain 18 1-bedroom rental units. According
to the City's Housing Policy Plan, rental housing opportunities , especially sriall
units , are needed in the City' s housing stock.
2. The proposed rezoning would be compatible with the surrounding multi-family and
corr�nercial land uses and would not create disharmony.
3. The Housing Policy Plan states , "medium density housinq consistino of townhouses ,
walk-up condominiums and rental apartments should be developed on sites adjacent
to neighborhood commercial areas , traffic corridors and on larger vacant or under-
utilized sites within both built up and developing city neighborhoods." Payne

Hearing no further testimony, Mr. Bryan closed the public hearing portion of the
meeting.

1 through 3 of the staff report. Mr. Pangal seconded the motion. The motion
passed on a roll call vote of 3 to 0.
