�n the Matter of assessments for LaWERTO�WN PROJECT STREET: ��d TRANSIT IMPROVE—
MENTS, UrtTA SECTION 3 GRANT.
This project consists of a proposal for street and transit improvements in the
Lowertown area of St. Paul, Minn. The streets to be improved are:
WACOUTA S�REET - Between Fourth Street and Seventh Street
SIBLEY STREET - Between Fourth Street and Seventh Street
FIFTH STREET - Between Jackson Street and Wall Street
SIXTH STREET - Between Jackson Street and Wall Street
The following will reinforce existing conditions:
1. BUS SHELTERS: Included in the bus shelter.will be bench seating, lighting,
trash receptacles and bus scheduie information.
2. PEDESTRIAN LIGHTING: Lighting will be used to visually identify the
streets as pathways to the four major transit intersections
around the park. Colorful banners will be attached to each
light post.
3. STREETSCAPE AND STREET FiJRNITURE: Street signs, benches, trash receptacles anc
bollards coordinated to the design of the Lowertown character
will be installed. Trees and tree guards will be provided,
the ma 'or portion under a contract and the remainder by the

The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and
having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is $ 715,000.00 iTMTA funds $326 279.S5• MTC. $32,890:00; Parks $8,100.00;
� Assessments $3�+7,730.�+5.
2. That a public hearing be had on said improvement on the 26th day of 1"ISY� 1981 , at
10:00 o'clock a.m.,in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the
time and place of hearing,the nature of the improvement and the total cost thereof as estimated.
