tY�e City Council to hold a public hearing to consider the advisability and necessity
of the correction or wrecking and r�oval of the follawing described. building, said
structure having be�n reported t�o constitut�e a public hazard:

Wf�RE'AS, it appears tha.t as of April 10, 1981 the reoord owners and other
parties of i.nterest of said structure are as follaws: James W. Ryan and Pti.ldred
Ryan, joint terk-ults, 955 Pin�eview Court, St. Paul, NIl�1 55119 are the fee awners;
Mi.nneapolis Federal Savings & Loan (�ti.dwest Federa1,801 Nicollet Mall, Minneapolis,
NIl�T) has a $10,000 mQrtgage recorded as of January 4, 1965 for a 15 year pexiod
but no satisfaction has been recorded; Theodore Fiansen, 429 Tha�as Ave., St. Paul,
NIl�I has a known interest as a contract purchaser but this is unrecorded.
6v���, the Division of Housing and Builcling Code Enforcement, on behalf of
the City Cotmcil did notify by mail the abov� noted parties at their last knc�an
address;
WI�,S, a public hearing was held by and before the Council of the City of
Saint Paul in the Council Chamber of the Court Hpuse in said City at 10:00 a.m. on
Thursday, April 30, 1981 to consider the advisability and necessity of ordering
the correction or wrecking and renx�val of said structure on the above described
property as said structure is reported to constitute a hazard to public health,
safety and welfare;
V��S, �on the facts presented at the said hearing consisting of photo-
graphs, inspection reports and the re�dation of the Building Depa.ri-�reait, it
is further det�ermined that the above building constitutes a hazardous builcling
within the definition of Minnesota Statutes 463.15 for the follawing rea.sons:

5. The conditions outlined above constitute a public hazan�i;
6. The c�ontinwed vacant and boarcled up c�ndition contributes a blight
ing influence an the neighborhood;

RESOLVED, That in ac�ordance with Minnesota Statutes 463.15 through 463.25,
and ba.sed upon the foregoing findings of �the City Council, the Council of the
City of Saint Paul does hereby make the follvwing Order:
ORDER
l. The cx�mer of the abov� described. building shall make the same safe and
not detrimental to the public peace, health, safety and welfare by having the
sai.d bui.lding razed and th�e materials therefran remr�ved from the premises within
thirty (30) days fr�n the date of the service of this Order;
2. Unless such oorrective actian is taken tA campl� with this Order or an
answer served upon the City of Saint Paul and filed in the office of the Clerk
of the District Court of Ramsey Co�ty, Minnesota, within twenty (20) days frcxn
the date of the servioe of this Order, a Motion for s�nazy enforcement of this
Orc7ex to raze and rezrove the said building will be made t�o the Ramsey Cotu�ty
District Court;
3. In the ev�nt that the building is to be raz�d by the City of Saint
Paul pursuant tA judgment of the District Court, all personal property or fix-
tures of any ki.nd which may wzreasonably interfere with the razing and r�val
of this building sha.11 be r�noved within ten (10) da.ys from the entry of jwdg-
ment; and if r�t so r�ved, the City of Saint Paul shall rezmve and dispose of
such persor�al property and fixtures as provided by law;

The Division of Housing and Building Cod�e Enforcement is hereby submit-
ting its report on the condition of the structure at the location
referred ta above.
The owners of record are, (FEE) James W. Ryan, 944 Pine View Court, St.
Paul, Minn. 55119. (C.P.) Theodore C. Hansen, 429 Thomas, St. Paul,Minn.
55103.
The legal clescription of the property is: Lot 3 B1ock 8, parcel code
08-69000-030-08, Smith's subdivision of Blks 2,6,7, and 8.
The building is a two family bricic structure.
The subject property has been boarded up by the City since August
1980.
This building has been vacant since February 1980. No attempt has been
made to rehabilitate the structure. The City has had to board the
building on three occasions.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has ma.de no attempt to satisfactorily repair the d.a.amage
despite our warnings, and the continued vacant and boarcl,ed up condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
Attorney's Office for razing and removal through District Caurt proceed-
ings.
