RESOLUTION AUTHORIZING THE HOUSING AND REDEVELOPMENT
AUTHORITY OF THE CTTY OF SAINT PAUL, MINNE50TA, TO
NAME A TENTATIVE DEVELOPER FOR THE CIVIC CENTER
THEATRE SITE� p,ND AUTHORIZING UDAG APPLICATION
WHEREAS, the City of St. Paul has been approached by private
development interests seeking to construct hotel, exhibition,
theatre and ancillary facilities on a site, portions of which
are owned by the City, and located east of the Civic Center
Arena in downtown St. Paul; and
WHEREAS, the proposed uses have long been considered desir-
able uses for this site; and
WHEREAS, it has been found that additional financial assis-
tance is necessary to ensure construction of the proposed develop-
ment; and
WHEREAS, federal financial assistance under the Urban Develop-
ment Action Grant (UDAG) program, as said program is defined in
amendment of the Housing and Community Development Act of 1977
may be available for this development; and
WHEREAS, the Planning Commission has determined that the
sale of this site would be consistent with the adopted policies
of the St. Paul Comprehensive Plan; and
WHEREAS, the Planning Commission has also determined that
the proposed reuse of said site for hotel, restaurant, exhibition,
theatre, and parking facilities is also consistent with the
Comprehensive Plan; and

3. The developer, shall be required to prepare, with the
assistance of HRA staff, a redevelopment implementation plan.
4 . The redevelopment implementation plan shall be presented
to the City Council for its review along with a recommendation
for approval or disapproval by the HRA Board within nine months.
5. The HRA may extend the designation of Tntegra-Bui1t, Inc. ,
as tentative developer for the Hotel/Auditorium complex for a term
that will expire at the same time as the designation of the
theatre tentative developer status.
6 . The Mayor is hereby authorized to do all things necessary
to apply for federal financial assistance under the UDAG program
for the entire Civic Center development project.

WHEREAS, private development of a substantial new hotel
facility at the site of the old auditorium and theatre adjacent
to the Civic Center, has been endorsed by the Civic Center
Commission; and
WHEREAS, the City as owner of the site and the Housing
and Redevelopment Authority of the City of Saint Paul ,
Minnesota (HRA) , are interested in reuse development compat-
ible with and complimentary to the Civic Center complex usage
which would provide employment opportunity, enhance the tax
base and strengthen the overall economy of the area; and
WHEREAS, public actions necessary to make the site
available for and undertakings necessary to accomplish rede-
velopment need to be explored and an implementation plan
formulated if such redevelopment is to occur; and
WHEREAS, by Resolution Council File No. 275626 the City
Council authorized the HRA to designate a tentative developer
for the Civic Center site and the HRA by Resolution 80-9/10-7
did so designate Int�gra-Bui1t, Inc. , for a period of nine
months; and
WHEREAS, it now appears that the site should be split
between a developer of the Hotel/Auditorium complex and a
developer of the theatre complex.
NOW THEREFORE, BE IT RESOLVED that:
1. The Housing and Redevelopment Authority of the City
of Saint Paul, Minnesota be and hereby is authorized to
designate a tentative developer for the theatre site and
to apportion the Civic Center site between the theatre
developer and the Hotel/Auditorium developer with whatsoever
terms and conditions the HRA feels are appropriate for a
period of nine months.
2. The theatre developer shall be required to develop
schematic plans, feasibility studies and financing proposals
to the extent needed to determine the overall viability of
the theatre project and such plans , studies and financial
proposals shall be made available to the HRA staff for review
and evaluation as they are developed.
