The applicant desires a rezoning to allow creation of a second housing unit on the third floor of his house. The house contains over 6,000 square feet of space. The third floor unit will have over 2,000 square feet of space. The Zoning Conimittee of the Planning Commission held a public hearing on February 5, 1981 , to consider public testimony. At that meeting the Committee heard testimony from representatives of the District 16 Planning Council and from staff regarding the potential problems with rezoning to 4 units. The applicant testified that he wished only for one additional unit. If that could be accomplished with a more restrictive zoning, he would agree to that. The Committee laid over the matter directing staff to meet with District 16 and the applicant to agree to the appropriate zone. The matter was again considered by the Zoning Committee on February 19, 1981 . The amended staff recommendation at that meetinq was to rezone the north 190 feet of � e property to RT-1 . This zone would only alloN� two un�ts in t e main ouse. e remain er of the property would remain in a single family zone allowing only one housing unit. Presently, a legal unit exists in the carriage house on this portion of the property. The Zoning Committee voted 6 to 1 to recommend approval of the rezoning to RT-1 . The Planning Commission concurred voting 12 to 1 to approve at their February 27, 1981 , meeting. The Planning Commission's recommendation to the City Council is : to ap�rove a rezoning of the north 190 feet of 808 Summit to RT-1 . This is a more restrictive rezoning than originally proposed. This recommendation has the support of the applicant and the District 16 Planning Council . A public hearing has been scheduled for April 9, 1981 , before the City Council to hear this petition. The St. Paul Land Use Plan identifies this area as part of an existing residential neighborhood. 2. The Land Use Plan Policy 4.1-5 states that the City will establish criteria to allow sensitive re-use of existing large residential structures. While no formal criteria has been established, the proposal at this site would meet even the most stringent criteria for lot sizes , structure size, and housing unit size. 3. The Summit Nill District 16 'Plan identifies this portion of Surnmit Avenue as low density residential land use. This proposal for 3 units on the site would meet that criteria. The site would have a lower density than the single family blocks of housing in the core of District 16. The site will have a density of 3.75 dwelling units per acre. 4. The proposed rezoning to RT-2 would limit the site to a maximum of 4 units and a 31-room density count. The two structures on the site will contain 3 units and 24 rooms , meeting the criteria for RT-2 zoning. 5. RT-1 zoning of a portion of the lot would allow exactly the density and use requested by the applicant without creating the potential for additional subdivision or new construction of more units on the site at a future date. E. STAFF ANALYSIS: Conversion to 3 units on the site would be an appropriate adaptive re-use to preserve significant architectural monument on Summit Avenue. The resulting housing density will still be lower than that allowed in the City's most restrictive single family zoning district. The proposal is consistent with the Comprehensive Plan of St. Paul . RT-2 zoning for the entire site would allow more units potentially than the applicant wishes and more than would be appropriate for this site on Summit Avenue. Rezoning the main house to RT-1 would allow the duplex requested by the applicant and at the same time it would limit the change in land use to those exactly expressed by the applicant. F.
