WHEREAS, the Sister City program was inaugurated by the President of the
United States in 1956 to establish greater friendship and understanding on a
person-to-person basis between the peoples of the United States and other nations
through the medium of direct personal contact; and
WHEREAS, all succeeding United States Presidents have endorsed said program,
to be conducted for the broad purposes of the exchange of ideas between citizens
of the United States of America and the peoples of other nations; and
WHEREAS, on October 16, 1980, the City Council of Hadera, Israel , did convene
a special meeting to approve a twinship between the City of Hadera and the Cities
of Saint Paul and Minneapolis because of special ties between the citizens of
those cities and the renewal project Givot Olga; and
WHEREAS, the City of Saint Paul , through its City Council , does recognize
and endorse this program with the hope that it will lead to a lasting friendship
between the peoples of the Cities of Saint Paul and Minneapolis and Hadera; now,
therefore, be it
RESOLVED, by the City Council of the City of Saint Paul , that this Council ,
on behalf of the people of the City of Saint Paul , Minnesota, does hereby accept
the invitation of Hadera to become a Sister City for the purpose of creating
greater mutual understanding between the peoples of our two great cities and
nations, and that the Mayor is hereby authorized to act as official representative
of the City of Saint Paul to carry out this program; and be it
FURTHER RESOLVED, that copies of this resolution be sent to the Mayor and
City Council of Hadera, the Mayor and City Council of Minneapolis, and the
Union of Local Authorities in Israel .
