276729 WNITE - CITY CLERK 2��6�7�9 PINK - FINANCE CANARY - DEPARTMENT G I T Y O F S A I N T PA U L COURCII BLUE - MAYOR File N . ,. ouncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the rate of violent crime has nearly tripled in the last decade, and WHEREAS, one in six Americans are criminally victimized each year, and WHEREAS, the victim of crime has been overlooked by our system of justice which has concentrated traditionally on the apprehension, prosecution, and sentencing of offenders, and WHEREAS, the seriousness of crime should be measured by its devastating consequences to the victim, and WHEREAS, it is the duty of all citizens and public agencies to take positive action on behalf of the rights of victims, their dependents, and their survivors in order to insure the fair administration of justice, and WHEREAS, the State of Minnesota and the City of St. Paul are leaders in the protection of victim rights through the excellent and proficient work of the Crime Victim Crisis Center, now therefore be it RESOLVED, that the City Council hereby proclaim the week of April 20 through 26, 1981, as "VICTIM RIGHTS WEEK" and urge all citizens and institutions to recognize the significance of victim rights through participation on behalf of victims and awareness of the need to improve the plight of victims.
