RESOLUTION EXPRESSING SUPPORT FOR APARTMENT
DEVELOPMENT APPLICATIONS F'OR BUTWINICK MANOR
AND BLOCK 40 PROJECTS TO THE MINNESOTA
HOUSING FINANCE AGENCY FOR CREATION -0F
RENTAL HOUSING OPPORTUNITIES FOR LOW INCOME
PERSONS IN LOWERTOWN
WHEREAS, there is a need in the City of Saint Paul for the
development of rental housing opportunities and specifically
rental opportunities for low and moderate income families and
individuals; and
WHEREAS, proposals have been received by the City for
apartment development projects to be constructed in Lowertown
including the Butwinick Manor Project, consisting of 56 units,
all to receive federal Section 8 rental assistance, and the
Block 40 Project consisting of 100 units, 20� of which to
receive Section 8 rental assistance; and
WHEREAS, applications have been submitted to the Minnesota
Housing Finance Agency for the financing of these developments;
and
WHEREAS, the City has requested reservata,on of 56 Section 8
units from the St. Paul Neighborhood Strategy Area (Lowertown
allocation) for use in the Butwinick Manor Project; and
WHEREAS, the City has requested reservation of 20 Section 8
units from the St. Paul Neighborhood Strategy Area (Lowertown
allocation) for use in the Block 40 Project; now, therefore,
be it

RESOLVED by the City Council of the City of Saint Paul,
Minnesota: (1) The City Council supports the apartment
development proposals including units to receive Section 8
subsidy for low income occupants in Lowertown; and (2) the
City Council requests the support of the United States
Department of Housing and Urban Development and the Minnesota
Housing Finance Agency in acting favorably on these apartment
development applications.
