THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l. Section 86.03 of the Saint Paul Administrative Code is amended to read as follows: 86.03. Real estate, conveyance. �111 deeds, leases and other instruments pertaining to the conveyance of real estate or any interest therein on behalf of the city of Saint Paul or the board of water commissioners shall first be authorized by the council or the board, respectively, and executed by the mayor, city clerk and head of the department of finance and management services. In matters dealing only with the city of Saint Paul, leases of one year or less in duration need not be first authorized by the council. For such leases, the mavor, bv administrative order filed with the citv clerk, mav establish an alternative process, includincr sicrnators, for the execution of those leases. Section 2. This ordinance shall take effect and be in force upon its passage, approval and publication. DATE: April 9, 1981 RE: Attached Ordinance Karl asked me if I would attach a note to this ordinance exglaining its purpose. _ You may recall that the City Council recently amended this sar.ie chapter of the Administrative Code by adding the sentence, "In matters dealing only with the City of Saint Paul , leases of one year or less in duration need not be first authorized by the .� .�.._..r�_.�ity�,-Council "-.__This,.ob�riously, is an attempt_t.o_relieve the ":-"a" -."-_'� City �Council of some'"burden and speed �p, the paDerwork �n the _ �: . .., . . --leasing-of City property. . _ _ The new sentence, as underscored in the ordinance, will reduce the paperwork even further. The stimulus �for this ordinance change has come from Mark Senn in PED, who is responsible for the execution of leases for the use of Town Square Gardens. Tt is our belief that it is unnecessary to have the Mayor and others execute leases for Town Square Park. Not only is there a high volume of such leases , but in fact, by the time they get to the Mayor's Office, the event has already been held. The proper administrative controls will still be enforced wi�h this new procedure. It is simply an attempt to speed up �he paperwork and, where possible, reduce the amount of paperwork necessary. Council, approval of the attached ordinance is respectfully requested.
