WHEREAS, the Civic Center Authority is a public
agency and body that runs and operates an arena and
auditorium in the Metropolitan area,
WHEREAS, the Civic Center Authority believes that
competition with other private and public arenas should
be conducted in a fair and judicious manner,
WHEREAS , negotiations and contracts of other arenas
and auditoriums in the Metropolitan area are privatie and
non public transactions ,
WHEREAS, the Civic Center' s transactions are public
and open for public scrutiny, including private operators
of competing arenas ,
WHEREAS, the Civic Center Authority, in a legal and
open meeting of Apri1 8 , 1981 approved attached proposed
legislation on Data privacy of Civic Center Authority,
BE IT RESOLVED, the City Council support said legis-
lation as part of the 1981 Legislative Program, and be it
FURTHER RESOLVED that the Council supports the theory
of fair and judicious competition between arenas in the
Metropolitan area, and be it
FURTHER RESOLVED, that the City Council affirms their
support of the Civic Center in this decision reQuesting
said legislation.

A bill for an act
relating to data practices; classifying
certain contract information as general
nonpublic data; amending Minnesota Statutes
1g80, Section 15.1673.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. rlinnesota Statutes 1980, Section 15. 16'�3,
is amended to read:
15. 167�. �ENERAL NONPUBLIC DATA] Subdivision 1.
As used in this section, the following terms have the meanings
given them.
(a) "Security information" means government data
the disclosure of which svv uld be likely to substantially
jeopardize the security of information, possessions,
individuals or property against theft, tampering, improper
use, attemptecl escape, illegal disclosure, trespass, or
�hysical injury.
(b) "Tracle secret information" means government data,
including a formula, pattern, compilation, program, device,
method, tecYinique or process (1) that was supplied by the
affected individual or organization, (�') that is the subject
of efforts by the indiviclual or organization that are reasonable
under the circumstances to maintain its secrecy, and (�)
that derives independent economic value, actual or potential ,
from not being generally known to , and not being readily
ascertainable by proper means by, other persons who can
obtain economic value from its disclosure or use.

(c) "Labor relations information" means management
positions on economic and non-economic items that have not
been presented during the collective bargaining process or
interest arbitration, including information specifically
collected or created to prepare the management position.
(d) "Contract inform�.tion" means all documents and
proposals received preparatory to the formulation of a
contract tvith a political subdivision or the contract itself,
providin� the proposals, documentation or contract
su��est or provide for monetar,y income to the political
subdi`rision. The state auclitor ma,y revie�a such contract
information but shall only report it as summary data
in the annual financial report of the political subdivision.
Subd. 2. The following government data is classified
as nonpublic data ilith regard to data not on individuals,
pursuant to section 15. 16`? , subdivision 7c, and as
private data j�ith regard to data on indivicluals, pursuant
to section 15. 162, subdivision 5a: Security information,
trade secret information, sealed absentee ballots prior to
opening by an election jucibe, sealed bids prior to tlie
opening of the bicl, a�� labor relations information, and
contract information.
