RESOLUTION APPROVING AMENDMENT NO. 1 OF THE CONTRACT
WITH THE PUBLIC HOUSING AGENCY OF THE CITY OF SAINT
PAUL, MINNE50TA TO PROVIDE PROFESSIONAL SERVICES FOR
THE SECTION 8 MODERATE REHABILITATION PROGRAM AND
AUTHORIZING EXECUTION THEREOF
WHEREAS, the Public Housing Agency of the City of Saint Paul,
Minnesota (PHA) has requested the City of Saint Paul to provide
certain additional services for the rehabilitation stage of the �
Section 8 Moderate Rehabilitation Program; and �
WHEREAS, the City of Saint Paul, Department of Planning and
Economic Development has the necessary staff and expertise to �
provide these services for PHA; and
WHEREAS, the PHA and the City have expressed their written
intentions to work cooperatively on the Section 8 Moderate
Rehabilitation Program in an effort to expand subsidized housing
opportunities for low-income Saint Paul residents and to upgrade
and maintain a portion of the City' s housing stock.
NOW THEREFORE the City Council of the City of Saint Paul
hereby approves Amendment No. 1 to the contract agreement for
services between PHA and the City and authorizes execution
thereof by the proper officers of the City upon approval as to
form by the Assistant City Attorney.

Agreement made and entered into on the 28th dayfof August, 1980, by and between the
Public Housing Agency of the City of Saint Paul (Pf�A) and the City of Saint Paul
(City) , referred to as Contract No. 80-64, Section 8 Moderate Rehabilitation.
WITNESSETH TEiAT: -
WHEREAS, the PHA has received authorization by 1�UD to administer an additional sixty
; units under the Section 8 Moderata Rehabilitation Program and has received a commit-
, ment for funding tnerefor; and -
- WHEREAS, the PHA requires the continued services and skills of pro�essionals who have
experience in housing rehabilitation development and implementation; and
WHER�AS, the PHA and the City wish to continue to work cooperatively •in an effort to
expand subsidized housing opportunities for low income St. Paul residents and to up-
grade and maintain a portion of the City's housing stock; and
T�TI-IER�AS, HUD has differentiated between a public housing agency's first Section 8
Moderate Rehabilitation project and its subsequent projects in respect to prelimi-
narv administrative fee and completion schedule maximums and has established regu-
latioas therefor; �
: NOj�, TIIEREFORE, the PHA and the City for the consideration stated herein mutually
' agree to revise the contract as follows:
1. Refer to Section 2. , "TI'•:E OF PERFORriANCE", and add the following to the end of
this section:
"The services of the City in respect to the allocation of the additional
a 60 Moderate Rehabilitation Pro�ram units shall commence upon the City's
receint of a Notice to Proceed after the execution of this Ar,iendment.
The time of perfor:�ance for these services shall be governed by the
following schedule:

sentences in their entirety and substitute the following:

SUBJECT: Section 8 Moderate Rehabilitation Contract
Attached is Amendment No. 1 and a Council Resolution modifying our Section 8 Moderate
Rehabilitation Agreement with PHA for processing.
This agreement provides and additional 60 units to the original contract of 75 units.
The differences between the first 75 unit allocation and the 60 unit allocation are:
Time of Performance - The first agreement for 75 units commenced July 14, 1980
with a completion date of the last day of the 23rd month. The completion date for
the 60 unit allocation will be the last day of the 20th month following the receipt
of a Notice to Proceed after the execution of this amendment.
Compensation - The first agreement allowed for $350.00 per dwelling unit for services
provided by the City. The compensation for the additional 60 units allows $280.00
per completed dwelling unit for these services.
The services the City provides are basically those related to the physical rehabilitation
of the units. In addition we have assisted with program planning and outreach to
owners, lenders and contractors.
The eligible areas for which the 75 unit allocation can be used are: all Intensified
Treatment Areas and District 8. The 60 unit allocation can be used citywide.
