RESOLVED, by the Council of the City of Saint Paul,
that the appointment by the Mayor of Albert B. Olson to
serve as City Clerk is hereby approved -- effective
April 1, 1981; and, be it
FURTHER RESOLVED, that if Albert B. Olson vacates
the position of City Clerk either voluntarily or involun-
tarily, he shall be reinstated to the position of Recorder
of Council Proceedings.

RE: City Clerk Appointment
As you know, Rose Mix, City Clerk, has resigned her position,
effective March 31, 1981 . Rose has done an admirable job in
fulfilling the responsibilities of her office, including pro-
viding staff support to the City Council as Council Secretary,
and the management of city, state, and national elections .
My policy has been to withhold the filling of a position until
the responsibilities for that position have been reviewed. The
objective of this review is to see whether or not economies
might be achieved by leaving the position vacant and reassigninq
the responsi:bilities to other personnel .
Such a review has been conducted of the City Clerk ' s position. It
appears that it may be possible to reassign the duties of the City
Clerk and the Recorder of Council Proceedings so that the twa no-
sitions can be combined into one. Admittedly, this is a risky
undertaking. I would like to proceed, however, with a one-year
experiment to see if combining the two positions into one is
successful .
I think this is an opportune time because there will be no elections
during the coming year. This means that the workload is somewhat
reduced and thus is an opportunity to study the functioning of the
one position. If it is not successful, we can go back and fill the
other position in time for the 1982 spring elections.
In order to implement the experiment, I am proposing that A1 �lson,
Recorder of Council Proceedings, be appointed as City Clerk. Durinq
the term of experiment, Al 's position will not be filled. Because
of Al's close working relationship with the City Council , I don't
have to enumerate his skills and abilities to you. In order to

protect Al ' s position within the Civil Service during the experiment,
he will take a leave of absence while he serves as the City Clerk
(Sec. 19 ,B,2.b Personnel Rules) .
Your approval of the attached resolution, appointing Al Olson as
City Clerk, is respectfully requested.
