An Administrative Resolution revising the Class
Specification for the title of Police Community
Officer in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended by striking
from Section 32 the Class Specification for the title of Police Comm�ity
Officer, and by substituting in lieu thereof, the attached Class Specification
for the title of Police Community Officer.

DESCRIPTION OF WORK
General Statement of Duties: Performs management, supervisory and adminis—
trative duties involved in planning and managing the licensing of bus�.ness
operations in the City of Saint Paul, the setting of fees for those
businesses and the investigation of complaints by citizens; and performs
related duties as required.
Supervision Received: Works under the general guidance and direction of
a department head.
Supervision Exercised: Exercises within the division general supervision.

Supervises the investigation of all license applicants as deemed appropriate.
Directs appropriate investigations to determine if the conditions upon which
a license was issued are being met.
Coordinates investigations and inspections of several other City units relative
to licensing.
Interviews individual license applicants to reinforce the requirements of the
license holders.
Supervises investigations of complaints involving licensed establishments.
Directs the maintenance of all pertinent and required records and files.
Prepares the agenda for the Council's License Committee meetings.
Submits reports and makes recommendations on all licenses to the License
Committee of the City Council.
Supervises aIl employees of the License Division.
Prepares ordinances relating to licensing functions. �
Makes special investigations and studies as deemed necessary.
Prepares the Division`s annual budget.
Prepares and submits recommendations regarding changes in license f ees as
part of the City's annual budget process.

POLICE COMMUNITY OFFICER
PURPOSE
This class is being established to give the Department of Police the
opportunity to hire individuals who are familiar with neighborhood
problems, who are below the age requirements for Police Officer, or
who may not be eligible for Police Officer but may in the future
become eligible, so that these employees may be exposed to and
learn about police work so that they may, through this exposure, in
formal and informal school training, become qualified for appoint-
ment as Police Officer in the Department of Police.
Af ter serving as a Police Community Officer for three yea.rs, must either
qualify and be appointed as a Police Officer or be separated as a
Police Community Officer. If no e.�camination for Police Off icer is
held during the first three years as a Police Co�unity Officer,
appointment as a Police Community Officer may be extended until such
examination is held and completed.
DESCRIPTION OF WORK

police work in the field and in the office; and performs related
duties as required.
Supervision Received: Works under close supervision of the unit super-
visor and technical direction of uniformed personnel in the field as

required.
Picks up and delivers reports, information, evidence, other items and

Assists with departmental activities including public auctions, assembly of
reports and record keeping activities.
Participates in police training programs as scheduled.

We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
This Resolution replaces the class specification for Police Commu.nity Officer with
a new specification which reflects a change in job dutie s and a change in minixnum
qualific ations.
The change in minimum qualifications deletes previous experience as a Community
Service Officer. It also removes the explanation of the three year li.mit on the title
and places it under the "purpose" section of the specification.
