3. J (Professional-Administrative Non-Supervisors G'rou.p), by insert-

16; and be it
FURTHER RESOLVED, that the Civil Service Ru1es be further
amended in Section 32 by inserting, in proper alphabeti.cal order, the

DESCRIPTION OF WORK
General Statement of Duties: Perfarms responsible professional work providing
staff assistance to an administrator in personnel liaison work and the
department planning and budget process; performs related work as required.
Supervision Received: Works under the general technical and administrative
supervision of a department head.
Supervision Exercised: May exercise general technical and administrative
supervision aver lower level clerical, technical or professional workers.
TYPICAL DUTIES PERFORMED
The listed examples may not include alI duties performed by all positions in
this class. .
Serves as a liaison to the central personnel function; makes recor�endations
regarding selection and performance standards.
Assists division and unit heads with selection and training processes;
counsels managers and employees regarding personnel matters.
Assists in analyzing, preparing and presenting budget and annual reports;
assists in planning and administering budgetary controls.
Monitors the activities of all divisions for conformance with the general
policy and program of the department.
Plans, installs and maintains procedures.
Manages the administrative unit of the department.
Assists with program review and analysis.
Serves as department director in his/her absence.
Edits reports and memoranda to insure consistency with depar trnent�s position.
Participates in program development, review and analysis.
Assists in project development and execution.
Manages the flow of the department's resolutions and administrative matters
through legislative channels.

Working knowledge of the principles and theories of management and personnel
