WHEREAS, the St. Paul City Council has continually monitored and participated in
efforts by the Metropolitan Airports Commission (MAC) , the Metropolitan Council ,
and the Minnesota Pollution Control Agency (PCA) to ensure that noise levels
emanating from air traffic at Wold Chamberlain Field have minimal effect on the
City of St. Paul ; and
WHEREAS, MAC and the Metropolitan Council have jointly recommended land use/noise
compatibility planning guidelines in a recent report from the MC/MAC Committee to
address these concerns; and
WHEREAS, the MC/MAC Committee has suggested specific strategies for the Metropolitan
Council , MAC, PCA, and affected comnunities so that noise can be minimized in areas
surrounding the airport; and
WHEREAS, the City Council has continually emphasized that noise abatement and
noise attenuation programs are the most importand and relevant procedures to insure
that noise disruption in the southwestern portion of the city is minimized; and
WHEREAS, the City Council has on many times supported a preferential runway system
as the most beneficial noise abatement program to the City of St. Paul ; and
WHEREAS, City Council has studied the MC/MAC recommendations and does not believe
that many of these considerations have been adequately addressed; now, therefore,
be it
RESOLVED, that the St. Paul City Council reaffirms its support for programs that
will minimize disruptive noise through operational procedures , noise abatement or
noise attenuation so that existing residents and businesses in St. Paul are not
disturbed; and be it

FURTHER RESOLVED, that the City Council recorr�nends that the MC/INAC Committee
re-evaluate the recommendations to better address noise impacts on areas with
existing development; and be it
FINALLY RESOLVED, that the City Council recommends to the Metropolitan Council
that it adopt the land-use standards as established by the PCA as the most
appropriate criteria of noise impact and incorporate these land-use standards
in the Metropolitan Development Guide.
