in full to the City of Saint Paul, the proper City officers
are hereby authorized and directed to pay out of the Tort
Liability Fund 09070-511-000 to William Lewis the svm of
$250.00 in full settlement of his claim for damages sustained
December 12, 1977, as more particularly set out in the Eummons
and Complaint filed in Ramsey County District Court, Court No.
440707.

RE: Michelle Yvette Lewis , a minor, by and
through her father and natural guardian,
William Lewis and William Lewis , individually
vs. City of St. Paul and John W. Weidner
The above case is a tort suit brought against the City of St.
Paul and Officer Weidner based upon an allegedly false arrest.
Michelle Lewis was arrested for purse snatching based upon a
citizen's arrest by a seventy-eight year old woman. The case
was dismissed by the County Attorney.
The City offered two hundred fifty dollars to dispose of the case
for two reasons. First, the woman who signed the citizen' s
arrest now lives in Indiana and it would cost the City money
to use an Indiana law firm to take her deposition (or to fly
to Indiana) . Second, the woman ha.s no memory of signing the
citizen' s arrest or of any girl being involved in the purse
snatching. Therefore, we recommend payment of the two hundred
fifty dollars , which the plaintiff has agreed to accept for
dismissal of the lawsuit. It would cost the City more than that
to try the case.
