An ordinance relating to on-sale liquor
license fees; amending Section 409.05 of
the Saint Paul Legislative Code.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Section 409.05 of the Saint Paul Legislative Code is
hereby amended to read as follows:
409.05. License fees. The license fee for an
"on sale" license €e�-��e-�ea�-�eg�����g-�el��t�a��-�=
�9�9-�k�e�tgl�-aar��a��*-3�T-�98A=-a�d-eaek-a��l-e�e�-�ea�
�l�e�ea€�e�= is hereby fixed-a�-$,a-,-�.�0- as follows:
A. Seatina capacitv over 200 . . . . . . . . .$3,000.00
_ B. Seating capacitv over 100 . . . . . . . . .$2, 750.00
C. Seatincr capacitv less than 100 . .. .$2,500.00 .

the first to be paid before February 1 of each year, the
second payment to be made before August 1 of each such year.
The licensee must present his original license to the
inspector when paying the second half fee due before August
1, or in the event licensee applies for a transfer, said
original license must accompany the application for transfer.

SUBJECT: Ordinance Fixing Liquor License Fees
Attached is a revised ordinance an liquor �.icense fees which I
intend to ask the Council to substitute far the one scheduled
for third reading on October 13, 1981.
It differs from the ordinance presently under consideration in
only .,one.._.respect. On page 2, it adds a new paragraph mandating
a public hearing with notice to licensees before passage of, any
future fee increase and directing the administration to present
evidence relating any proposed fee increase to the eost of
licensing.
In all other respects, this new draft is identical to the original.

If the licensee applies for a transfer of the li-
cense before August 1 of any year, the licensee must
pay the remaining balance of the license fee due before
the application may be processed.
No on-sale licensee shall be required to pay an
additional fee for a Chapter 331 food license, but all
other provisions of Chapter 331 as to the service of
food shall apply.
If, for any reason, the "on-sale" license in this
chapter provided for is revoked by the Council of the
City of Saint Paul, no replacement license shall be
issued until the full license fee for the new license
due for the remainder of the license year is first paid;
provided, however, that in no event shall a licensee
pay less than the applicable annual license fee together
with the applicable issuance tax for a license, or com-
bination of licenses, during a license year.
The License Inspector is herebv directed to notifv
in writina via U. S, mail all on-sale license� of the
public hearina date for Council consideration of anv
amendments to this section increasina the license fees.
At said public hearing, the DeQartment of Finance and
Manacrement Services shall present evidence to the Council
showincr the relationship between the proposed fee increase
and the costs borne by the Citv for liquor-related reaulat-
ina and policina.
The license fee for an "off-sale" license is hereby
fixed at the sum of $1, 000.
Where a license is granted and a period of less than
one year remains before the license shall expire, one-
twelfth of the annual license fee shall be charged for

An ordinance amending Section 410.02 of the
Saint Paul Legislative Code to increase the
fee for non-intoxicating malt liquor license.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Section 410.02 of the Saint Paul Legislative Code is
hereby amended to read as follows:
410.02. Fees. Before the filing of an application
for either of the licenses hereinbefore provided for,
the applicant shall deposit with the license inspector
the sum of �59 250 if the application is for an "on
sale" license, and the sum of ��5 50 if the application
is for an "off sale" license, and the said inspector
shall thereupon deliver to such applicant duplicate re-
ceipts therefor, containing a statement of the purpose
for which such deposit was made, and one of said re-
ceipts shall be attached to and filed with said
application.
Section 2.
This ordinance shall take force and be in effect thirty (30)
days from and after its passage, approval and publication.
