WHEREAS, the City of Saint Paul has spent more than $7 million for
planting of new trees which require periodic maintenance; and
WHEREAS: the City needs to protect this investment of funds and retain
a healthy and hazard-free urban forest for its residents; and
WHEREAS, the Saint Paul City Council desires to conduct a comprehensive
tree maintenance program in the city; and
WHEREAS, providing a good tree maintenance program requires a
substantial amount of funding; and
WHEREAS, reductions in state and federal funding to the city have made it
necessary to seek alternative sources of funding; and
WHEREAS, it is recognized that trees benefit the city and its residents,
providing both physical and aesthetic contributions which improve the quality
of life in St. Paul; now, therefore, be it
RESOLVED, that the City Council does hereby reinstitute the tree maintenance
assessment to benefited property owners and directs appropriate city officials
to submit the proposed 1982 tree maintenance districts to the Council no later
than November 1, 1981.

PURPOSE r�ND RATIONALE FOR THIS ACTION:
` The financial condition of the city in 1982 and 1983 makes it essential that
all sources of funding be tapped to finance basic services such as tree
maintenance.

It is anticipated that a tree maintenance assessment in 1982 will generate approximately
' $500,000 to aid in financing the 1983 program.
