PAUL This Agreement, which shall constitute a subcontract under grant number 1999-CK-WX-0095 with the U.S. Department of 7ustice's Office of Community Oriented Policin� Services (COPS Office is entered into by and between the Upper Midwest Community Policin� Institute, a nonprofit corporation (hereinafter called UMCPI) and the City of St. Paul, hereinafter called (SUBCONTRACTOR) PURPOSE WHEREAS, UMCPI and its partners, have received a grant from the COPS Office in the amount of $900,000 to establish a regional community policing institute; WHEREAS, the SUBCONTRACTOR, a partner in this endeavor, is specifically qualified and equipped to perform the work and/or services hereinafter described in the manner contemplated herein; and WHEREAS it is in the best interest of UMCPI to obtain the assistance of the Subcontractor in connection with said work and/or services; and WHEREAS the SUBCONTRACTOR has expressed a willingness to perform such services, NOW, TAEREFORE, the parties agree as follows: DESCRIPTION OF SERVICES The SUBCONTRACTOR shall perform the services under this Agreement as described in the work plan incorporated by reference herein. 2. PERIOD OF PERFORMANCE The period of performance of this A�reement shall be from September 30, 1999, until September 29, ���Oi, unless extended by agreement with the COPS office until December 31, 2000, inclusive unless sooner terminated as provided herein or extended for additional periods as mutually agreed upon by the parties in writing. oo-��� 3. CONSIDERATION AND TERMS OF PAYMENT A. Consideration for all services performed and goods or materials supplied by SUBCONTRACTOR pursuant to this grant shall be paid by ITMCPI as follows: Compensation shall be consistent with the program bud�et, which is incorporated into and made a part of the Agreement. The total obligation of L7MCPI for all compensation and reimbursements to SUBCONTRACTOR shall not exceed $107,961 from COPS funding. 3. The SUBCONTRACTOR shall be reimbursed monthly for services and related expense incurred during the previous month upon ITMCPI's submission of the SUBCONTRACTOR's invoice detailing all costs incurred in accordance with the established budget. 4. The LJMCPI's obligation to pay the SUBCONTRACTOR is conditioned upon receipt of the moneys provided by the COPS Office. 5. The SUBCONTRACTOR shall reimburse UMCPI for any costs or expenditures paid by UMCPI to, ar at the request of, SUBCONTRACTOR that may later be found to be invalid under the terms of the grant. 4. PERSONAL SERVICES ASSIGNMENT A. The work or service provided for herein shall be performed by the SUBCONTRACTOR and no other organization or institution shall be engaged for such wark or services by the SUBCONTRACTOR. B. Neither this agreement nor any interest therein nor claim thereunder shall be assigned or transferred by the SUBCONTRACTOR without prior written consent by UMCPI. SL3BCONTRACTOR may subcontract to provide services described in the SUBCONTRACTOR's duties. It is understood, however, the SUBCONTRACTOR remains solely responsible to UMCPI for providing the products and services described. It is further understood that SUBCONTRACTOR will seek prior approval from UMCPI in subcontracting for individual consulting services where the compensation exceeds a rate of $25Q for an eight-hour day, or such other rate that may be approved by the COPS Office. C. In the event the assigned individual leaves the subcontractin� institution or is reassigned to another program, the SUBCONTRACTOR shall notify LTNICPI in writing reasonably in advance. No diversion or replacement shall be made by the SUBCONTRACTOR without the written consent o: the UMCPI, if the SUBCONTRACTOR and the LTMCPI cannot identify a mutually agreeable po-G�13 replacement for such individual, either pariy may terminate this Agreement pursuant to Article 7 below. 5. INDEPENDENT CONTRACTOR Nothing in this Agreement shall in any way be construed to constitute the SUBCONTRACTOR as an agent, employees or representative of UMCPI. 6. LIABILITY To the extent permitted by law, SUBCONTR ACTOR agrees to defend, indemnify, and save and hold UMCPI, its agents and employees hannless from any and all claims or causes of action arising from the performance of this grant by SUBCONTRACTOR or SUBCONTRACTOR'S agents or employees. This clause shall not be construed to baz any legal remedies SUBCONTRACTOR may have for the i3MCPPs failure to fulfill its obligations pursuant to this grant. 7. ACCOLTI3TING, AUDIT AND RETENTION OF RECORDS A. SUBCONTRACTOR will establish a separate account of this project and will maintain fiscal records in accordance with applicable federal regulations. SUBCON"I'RACTOR'S records, documents, and accounting procedures and practices for this project shall be subject to the examination of the representatives and agents of ITMCPI. Fiscal records shall be retained for a period of three years following submission of the final report. B. Should the SUBCONTRACTOR receive more than $300,000 in total federal assistance in its fiscal year, the SUBCONTRACTOR shall obtain an annual financial and compliance audit, made by an independent auditor, in accordance with the Single Audit Act of 1984 (Public Law 98-502) and the federal Office of Management and Budget Circular A-1 28, (or Circular A-1 33) as applicable. Exhibit I A Federal Audit Requirements" is binding upon the SUBCONTRACTOR and is hereby incorporated by reference. C. The books, records, documents, and accounting procedures and practices of any contractor and/or coasultant relevant to this agreemer.t shall be subject to examination by the representatives and agents of UMCPI. OWNERSHIP OF DOCUMENTS Any reports, studies, photographs, negatives, or other documents nrepared by SUBCONTRACTOR shall be the exclusive property of the UMCPI and all such po-t�t3 materials shall be remitted to the UMCPI by SUBCONTRACTOR upon compietion, termination or cancellation of this grant. SUBCONTRACTOR shall not use, willingly allow or cause to have such materials used for any purpose other than performance of SUBCONTRACTOR'S obligations under this grant without the prior written consent of the UMCPI. 9. IDENTIFICATION AND SOURCE OF PLJNDING A. When issuing statements, press releases, requests for proposals, bid solicitations, and other documents describing projects or programs funded in whole or in part with Federal money, SUBCONTRACTOR will clearly state (1) the percentage of the total cost ofthe program or project which will be financed with Federat money, (2) the dollar amount of Federal funds for the projects or program, and (3) the source of federal funds. B. REPORTS The SUBCONTRACTOR will advise the LTMCPI conceming the project progress through the submission of Monthly Partner Progress Reports, on the form attached hereto. 13. COMPLIANCE The SUBCONTELSCTOR agrees to abide by all the administrative policies and procedures required of SUBCONTRACTOR organizations as outlined in the effective edition of the OJP Guideline Manual, Financial and Administrative Guide for Grants, (M7100.1D), and other terms and conditions of the Cooperative Agreement executed between UMCPI and the COPS Office, revision 10/18/98, or other applicable Federal laws or regulations. 14. CERTIFICATIONS A. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND VOLLTNTARY EXCLUSION (OJl' Form 4061 /l) document and retum it to LTMCPI prior to the disbursement of funds. B. The SUBCONTRACTOR certifies that Federal funds made available under this formula grant will not be used to supplant state or local funds but will be used to increase the amounts of such funds that would, in the absence of Federal fixnds, be made avai]able for crime prevention activities. C. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING LOBBYING document and retum it to LTMCPI prior to the disbursement of funds. 15. AMENDMENTS Any material amendments to this grant shall be in writing, and shall be executed by the same parties who executed the original or thei: successors in office. 16. While focusino on prevention, we will also esTablish "Zero Tolerance" approach to eang based criminal activity. Do - 6�� VIII Complete a new survey as a follow up to the survey conducted October 1999, usin� the same respondents(when possible) for the purpose of assessina the Westside's perception ofpolicing and iYs effectiveness. IX Develop a procedure for use of "restorative practices" (i.e. restorative conferencin�, mediation, eta) as an additional problem-solvina/response tool. Explore the possibility of training a cadre of police and citizen volunteers in these practices and desisning procedure for utilization. X Conduct a survey of Westside ofFicers that captures values and attitudes regazdin� policing philosophy in Au�ust 2000 and aQain in December 2000. XI Implement concept of "team/or�anizational leamin�' in substation with all Westside ofFicers/staff and project par�ers, when possible. Specifically, Westside o�cers will focus efforts on realizing effective outcomes and identify policin� strategy based on thorough research of causarion and likelihood of successful intervention. XII Explore the impact of crime victimization workin� with domestic intervenrion programs. Reseazch has shown that crime eats at the very core of the norion of community safety. Effective treatrnent by police may restore some sense of control to victuns and serve to rebuild confidence in personal safety. XIII Develop a network for distribution of "Crime Alert Notices" through block club and business association members. XYV Identify holders of Orders for Protection(OFP) where there has been a report of violation. Assign to a Westside officer to provide follow-up to develop a profile of risk and work with petitioner to create a prevention and response plan. When agreed to, and with petitioner participation notify nei�hbors about existence of an OFP and seek their cooperation in the event that the respondent is seen in violatior_. Oo-�ry3 Police Res�onsibilitv in Work Plan A bi-linaual Spanish speakina communit�' liaison officer has been assigned to the Westside Substation from September 30, 1999, throu�h the remainder of the �rant. CLO Officer Ruby Diaz has alread,v participated in several projecu on the �'estside. II Officers assi�ned to the Westside will be maintained at a m;n;mum of thirteen (li). Assionment of an additional Spanish-speakine officer to the Urban Lab will occur for the duration of the 2000 contract. In the event this officer is transfesed or selected for a special assignment, an officer will be assianed to replace him/her, but a bi-lin�al replacement is not guazanteed. Officer Pamela Barragan has already assumed this role. In addition to Officer Barragan and Sgt. Guerrero, seven (7) other officers are fluent or have demonstrated a strong proficiency in Spanish. OfFcer SchnelPs Role Officer Schnell, in addition to project coordination, will be used to supplement the patrel force on the Westside. His presence will be beneficial several ways, includin� but not luriited to: * Increase uniformed police presence/visibility. * Coordinate the work plan and collaborate with project partners. * Use as an additional officer to identify community concems, by attending community Block C1ubBusiness Association Meetinas. * Workin� with the management assistant to interpret data collected on Westside crime trends. * Train less experienced officers to facilitate Block Club meetin�s and provide refresher training and coactung in the use of tYie SARA Model and cther restorative practices for problem solvine. Deliverv of oolice services on the Westside will be based on the foliowin�: Identification of community concems and perceptions through a follow up survey, Block Club and business association meetings, crime data. GRT initiatives, identifying rival �angs and their membership and workin� with community organizations for meaningful prevention and intervention strateeies. Community or�azuzations such as the Neiehborhood House, La Opportimidad and Chicanos Latinos Unidos en Servicios (CLUES) will be utilized for services when appropriate. PAUL This Agreement, which shall constitute a subcontract under grant number 1999-CK-WX-0095 with the U.S. Department of 7ustice's Office of Community Oriented Policin� Services (COPS Office is entered into by and between the Upper Midwest Community Policin� Institute, a nonprofit corporation (hereinafter called UMCPI) and the City of St. Paul, hereinafter called (SUBCONTRACTOR) PURPOSE WHEREAS, UMCPI and its partners, have received a grant from the COPS Office in the amount of $900,000 to establish a regional community policing institute; WHEREAS, the SUBCONTRACTOR, a partner in this endeavor, is specifically qualified and equipped to perform the work and/or services hereinafter described in the manner contemplated herein; and WHEREAS it is in the best interest of UMCPI to obtain the assistance of the Subcontractor in connection with said work and/or services; and WHEREAS the SUBCONTRACTOR has expressed a willingness to perform such services, NOW, TAEREFORE, the parties agree as follows: DESCRIPTION OF SERVICES The SUBCONTRACTOR shall perform the services under this Agreement as described in the work plan incorporated by reference herein. 2. PERIOD OF PERFORMANCE The period of performance of this A�reement shall be from September 30, 1999, until September 29, ���Oi, unless extended by agreement with the COPS office until December 31, 2000, inclusive unless sooner terminated as provided herein or extended for additional periods as mutually agreed upon by the parties in writing. oo-��� 3. CONSIDERATION AND TERMS OF PAYMENT A. Consideration for all services performed and goods or materials supplied by SUBCONTRACTOR pursuant to this grant shall be paid by ITMCPI as follows: Compensation shall be consistent with the program bud�et, which is incorporated into and made a part of the Agreement. The total obligation of L7MCPI for all compensation and reimbursements to SUBCONTRACTOR shall not exceed $107,961 from COPS funding. 3. The SUBCONTRACTOR shall be reimbursed monthly for services and related expense incurred during the previous month upon ITMCPI's submission of the SUBCONTRACTOR's invoice detailing all costs incurred in accordance with the established budget. 4. The LJMCPI's obligation to pay the SUBCONTRACTOR is conditioned upon receipt of the moneys provided by the COPS Office. 5. The SUBCONTRACTOR shall reimburse UMCPI for any costs or expenditures paid by UMCPI to, ar at the request of, SUBCONTRACTOR that may later be found to be invalid under the terms of the grant. 4. PERSONAL SERVICES ASSIGNMENT A. The work or service provided for herein shall be performed by the SUBCONTRACTOR and no other organization or institution shall be engaged for such wark or services by the SUBCONTRACTOR. B. Neither this agreement nor any interest therein nor claim thereunder shall be assigned or transferred by the SUBCONTRACTOR without prior written consent by UMCPI. SL3BCONTRACTOR may subcontract to provide services described in the SUBCONTRACTOR's duties. It is understood, however, the SUBCONTRACTOR remains solely responsible to UMCPI for providing the products and services described. It is further understood that SUBCONTRACTOR will seek prior approval from UMCPI in subcontracting for individual consulting services where the compensation exceeds a rate of $25Q for an eight-hour day, or such other rate that may be approved by the COPS Office. C. In the event the assigned individual leaves the subcontractin� institution or is reassigned to another program, the SUBCONTRACTOR shall notify LTNICPI in writing reasonably in advance. No diversion or replacement shall be made by the SUBCONTRACTOR without the written consent o: the UMCPI, if the SUBCONTRACTOR and the LTMCPI cannot identify a mutually agreeable po-G�13 replacement for such individual, either pariy may terminate this Agreement pursuant to Article 7 below. 5. INDEPENDENT CONTRACTOR Nothing in this Agreement shall in any way be construed to constitute the SUBCONTRACTOR as an agent, employees or representative of UMCPI. 6. LIABILITY To the extent permitted by law, SUBCONTR ACTOR agrees to defend, indemnify, and save and hold UMCPI, its agents and employees hannless from any and all claims or causes of action arising from the performance of this grant by SUBCONTRACTOR or SUBCONTRACTOR'S agents or employees. This clause shall not be construed to baz any legal remedies SUBCONTRACTOR may have for the i3MCPPs failure to fulfill its obligations pursuant to this grant. 7. ACCOLTI3TING, AUDIT AND RETENTION OF RECORDS A. SUBCONTRACTOR will establish a separate account of this project and will maintain fiscal records in accordance with applicable federal regulations. SUBCON"I'RACTOR'S records, documents, and accounting procedures and practices for this project shall be subject to the examination of the representatives and agents of ITMCPI. Fiscal records shall be retained for a period of three years following submission of the final report. B. Should the SUBCONTRACTOR receive more than $300,000 in total federal assistance in its fiscal year, the SUBCONTRACTOR shall obtain an annual financial and compliance audit, made by an independent auditor, in accordance with the Single Audit Act of 1984 (Public Law 98-502) and the federal Office of Management and Budget Circular A-1 28, (or Circular A-1 33) as applicable. OWNERSHIP OF DOCUMENTS Any reports, studies, photographs, negatives, or other documents nrepared by SUBCONTRACTOR shall be the exclusive property of the UMCPI and all such po-t�t3 materials shall be remitted to the UMCPI by SUBCONTRACTOR upon compietion, termination or cancellation of this grant. SUBCONTRACTOR shall not use, willingly allow or cause to have such materials used for any purpose other than performance of SUBCONTRACTOR'S obligations under this grant without the prior written consent of the UMCPI. 9. IDENTIFICATION AND SOURCE OF PLJNDING A. When issuing statements, press releases, requests for proposals, bid solicitations, and other documents describing projects or programs funded in whole or in part with Federal money, SUBCONTRACTOR will clearly state (1) the percentage of the total cost ofthe program or project which will be financed with Federat money, (2) the dollar amount of Federal funds for the projects or program, and (3) the source of federal funds. CERTIFICATIONS A. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND VOLLTNTARY EXCLUSION (OJl' Form 4061 /l) document and retum it to LTMCPI prior to the disbursement of funds. B. The SUBCONTRACTOR certifies that Federal funds made available under this formula grant will not be used to supplant state or local funds but will be used to increase the amounts of such funds that would, in the absence of Federal fixnds, be made avai]able for crime prevention activities. C. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING LOBBYING document and retum it to LTMCPI prior to the disbursement of funds. 15. AMENDMENTS Any material amendments to this grant shall be in writing, and shall be executed by the same parties who executed the original or thei: successors in office. 16. Explore the possibility of training a cadre of police and citizen volunteers in these practices and desisning procedure for utilization. X Conduct a survey of Westside ofFicers that captures values and attitudes regazdin� policing philosophy in Au�ust 2000 and aQain in December 2000. XI Implement concept of "team/or�anizational leamin�' in substation with all Westside ofFicers/staff and project par�ers, when possible. Specifically, Westside o�cers will focus efforts on realizing effective outcomes and identify policin� strategy based on thorough research of causarion and likelihood of successful intervention. XII Explore the impact of crime victimization workin� with domestic intervenrion programs. Reseazch has shown that crime eats at the very core of the norion of community safety. Effective treatrnent by police may restore some sense of control to victuns and serve to rebuild confidence in personal safety. XIII Develop a network for distribution of "Crime Alert Notices" through block club and business association members. XYV Identify holders of Orders for Protection(OFP) where there has been a report of violation. Assign to a Westside officer to provide follow-up to develop a profile of risk and work with petitioner to create a prevention and response plan. When agreed to, and with petitioner participation notify nei�hbors about existence of an OFP and seek their cooperation in the event that the respondent is seen in violatior_. Oo-�ry3 Police Res�onsibilitv in Work Plan A bi-linaual Spanish speakina communit�' liaison officer has been assigned to the Westside Substation from September 30, 1999, throu�h the remainder of the �rant. CLO Officer Ruby Diaz has alread,v participated in several projecu on the �'estside. II Officers assi�ned to the Westside will be maintained at a m;n;mum of thirteen (li). Assionment of an additional Spanish-speakine officer to the Urban Lab will occur for the duration of the 2000 contract. In the event this officer is transfesed or selected for a special assignment, an officer will be assianed to replace him/her, but a bi-lin�al replacement is not guazanteed. Officer Pamela Barragan has already assumed this role. In addition to Officer Barragan and Sgt. Guerrero, seven (7) other officers are fluent or have demonstrated a strong proficiency in Spanish. OfFcer SchnelPs Role Officer Schnell, in addition to project coordination, will be used to supplement the patrel force on the Westside. His presence will be beneficial several ways, includin� but not luriited to: * Increase uniformed police presence/visibility. * Coordinate the work plan and collaborate with project partners. * Use as an additional officer to identify community concems, by attending community Block C1ubBusiness Association Meetinas. * Workin� with the management assistant to interpret data collected on Westside crime trends. * Train less experienced officers to facilitate Block Club meetin�s and provide refresher training and coactung in the use of tYie SARA Model and cther restorative practices for problem solvine. PAUL This Agreement, which shall constitute a subcontract under grant number 1999-CK-WX-0095 with the U.S. Department of 7ustice's Office of Community Oriented Policin� Services (COPS Office is entered into by and between the Upper Midwest Community Policin� Institute, a nonprofit corporation (hereinafter called UMCPI) and the City of St. Paul, hereinafter called (SUBCONTRACTOR) PURPOSE WHEREAS, UMCPI and its partners, have received a grant from the COPS Office in the amount of $900,000 to establish a regional community policing institute; WHEREAS, the SUBCONTRACTOR, a partner in this endeavor, is specifically qualified and equipped to perform the work and/or services hereinafter described in the manner contemplated herein; and WHEREAS it is in the best interest of UMCPI to obtain the assistance of the Subcontractor in connection with said work and/or services; and WHEREAS the SUBCONTRACTOR has expressed a willingness to perform such services, NOW, TAEREFORE, the parties agree as follows: DESCRIPTION OF SERVICES The SUBCONTRACTOR shall perform the services under this Agreement as described in the work plan incorporated by reference herein. 2. PERIOD OF PERFORMANCE The period of performance of this A�reement shall be from September 30, 1999, until September 29, ���Oi, unless extended by agreement with the COPS office until December 31, 2000, inclusive unless sooner terminated as provided herein or extended for additional periods as mutually agreed upon by the parties in writing. oo-��� 3. CONSIDERATION AND TERMS OF PAYMENT A. Consideration for all services performed and goods or materials supplied by SUBCONTRACTOR pursuant to this grant shall be paid by ITMCPI as follows: Compensation shall be consistent with the program bud�et, which is incorporated into and made a part of the Agreement. The total obligation of L7MCPI for all compensation and reimbursements to SUBCONTRACTOR shall not exceed $107,961 from COPS funding. 3. The SUBCONTRACTOR shall be reimbursed monthly for services and related expense incurred during the previous month upon ITMCPI's submission of the SUBCONTRACTOR's invoice detailing all costs incurred in accordance with the established budget. 4. The LJMCPI's obligation to pay the SUBCONTRACTOR is conditioned upon receipt of the moneys provided by the COPS Office. 5. The SUBCONTRACTOR shall reimburse UMCPI for any costs or expenditures paid by UMCPI to, ar at the request of, SUBCONTRACTOR that may later be found to be invalid under the terms of the grant. 4. PERSONAL SERVICES ASSIGNMENT A. The work or service provided for herein shall be performed by the SUBCONTRACTOR and no other organization or institution shall be engaged for such wark or services by the SUBCONTRACTOR. B. Neither this agreement nor any interest therein nor claim thereunder shall be assigned or transferred by the SUBCONTRACTOR without prior written consent by UMCPI. SL3BCONTRACTOR may subcontract to provide services described in the SUBCONTRACTOR's duties. It is understood, however, the SUBCONTRACTOR remains solely responsible to UMCPI for providing the products and services described. It is further understood that SUBCONTRACTOR will seek prior approval from UMCPI in subcontracting for individual consulting services where the compensation exceeds a rate of $25Q for an eight-hour day, or such other rate that may be approved by the COPS Office. C. In the event the assigned individual leaves the subcontractin� institution or is reassigned to another program, the SUBCONTRACTOR shall notify LTNICPI in writing reasonably in advance. No diversion or replacement shall be made by the SUBCONTRACTOR without the written consent o: the UMCPI, if the SUBCONTRACTOR and the LTMCPI cannot identify a mutually agreeable po-G�13 replacement for such individual, either pariy may terminate this Agreement pursuant to Article 7 below. 5. INDEPENDENT CONTRACTOR Nothing in this Agreement shall in any way be construed to constitute the SUBCONTRACTOR as an agent, employees or representative of UMCPI. 6. LIABILITY To the extent permitted by law, SUBCONTR ACTOR agrees to defend, indemnify, and save and hold UMCPI, its agents and employees hannless from any and all claims or causes of action arising from the performance of this grant by SUBCONTRACTOR or SUBCONTRACTOR'S agents or employees. This clause shall not be construed to baz any legal remedies SUBCONTRACTOR may have for the i3MCPPs failure to fulfill its obligations pursuant to this grant. 7. ACCOLTI3TING, AUDIT AND RETENTION OF RECORDS A. SUBCONTRACTOR will establish a separate account of this project and will maintain fiscal records in accordance with applicable federal regulations. SUBCON"I'RACTOR'S records, documents, and accounting procedures and practices for this project shall be subject to the examination of the representatives and agents of ITMCPI. Fiscal records shall be retained for a period of three years following submission of the final report. B. Should the SUBCONTRACTOR receive more than $300,000 in total federal assistance in its fiscal year, the SUBCONTRACTOR shall obtain an annual financial and compliance audit, made by an independent auditor, in accordance with the Single Audit Act of 1984 (Public Law 98-502) and the federal Office of Management and Budget Circular A-1 28, (or Circular A-1 33) as applicable. OWNERSHIP OF DOCUMENTS Any reports, studies, photographs, negatives, or other documents nrepared by SUBCONTRACTOR shall be the exclusive property of the UMCPI and all such po-t�t3 materials shall be remitted to the UMCPI by SUBCONTRACTOR upon compietion, termination or cancellation of this grant. SUBCONTRACTOR shall not use, willingly allow or cause to have such materials used for any purpose other than performance of SUBCONTRACTOR'S obligations under this grant without the prior written consent of the UMCPI. 9. IDENTIFICATION AND SOURCE OF PLJNDING A. When issuing statements, press releases, requests for proposals, bid solicitations, and other documents describing projects or programs funded in whole or in part with Federal money, SUBCONTRACTOR will clearly state (1) the percentage of the total cost ofthe program or project which will be financed with Federat money, (2) the dollar amount of Federal funds for the projects or program, and (3) the source of federal funds. CERTIFICATIONS A. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING DEBARMENT, SUSPENSION, INELIGIBILITY AND VOLLTNTARY EXCLUSION (OJl' Form 4061 /l) document and retum it to LTMCPI prior to the disbursement of funds. B. The SUBCONTRACTOR certifies that Federal funds made available under this formula grant will not be used to supplant state or local funds but will be used to increase the amounts of such funds that would, in the absence of Federal fixnds, be made avai]able for crime prevention activities. C. The SUBCONTRACTOR will complete a CERTIFICATION REGARDING LOBBYING document and retum it to LTMCPI prior to the disbursement of funds. 15. AMENDMENTS Any material amendments to this grant shall be in writing, and shall be executed by the same parties who executed the original or thei: successors in office. 16. Explore the possibility of training a cadre of police and citizen volunteers in these practices and desisning procedure for utilization. X Conduct a survey of Westside ofFicers that captures values and attitudes regazdin� policing philosophy in Au�ust 2000 and aQain in December 2000. XI Implement concept of "team/or�anizational leamin�' in substation with all Westside ofFicers/staff and project par�ers, when possible. Specifically, Westside o�cers will focus efforts on realizing effective outcomes and identify policin� strategy based on thorough research of causarion and likelihood of successful intervention. XII Explore the impact of crime victimization workin� with domestic intervenrion programs. Reseazch has shown that crime eats at the very core of the norion of community safety. Effective treatrnent by police may restore some sense of control to victuns and serve to rebuild confidence in personal safety. XIII Develop a network for distribution of "Crime Alert Notices" through block club and business association members. XYV Identify holders of Orders for Protection(OFP) where there has been a report of violation. Assign to a Westside officer to provide follow-up to develop a profile of risk and work with petitioner to create a prevention and response plan. CLO Officer Ruby Diaz has alread,v participated in several projecu on the �'estside. II Officers assi�ned to the Westside will be maintained at a m;n;mum of thirteen (li). Assionment of an additional Spanish-speakine officer to the Urban Lab will occur for the duration of the 2000 contract. In the event this officer is transfesed or selected for a special assignment, an officer will be assianed to replace him/her, but a bi-lin�al replacement is not guazanteed. Officer Pamela Barragan has already assumed this role. In addition to Officer Barragan and Sgt. Guerrero, seven (7) other officers are fluent or have demonstrated a strong proficiency in Spanish. OfFcer SchnelPs Role Officer Schnell, in addition to project coordination, will be used to supplement the patrel force on the Westside. His presence will be beneficial several ways, includin� but not luriited to: * Increase uniformed police presence/visibility. * Coordinate the work plan and collaborate with project partners. * Use as an additional officer to identify community concems, by attending community Block C1ubBusiness Association Meetinas. * Workin� with the management assistant to interpret data collected on Westside crime trends. * Train less experienced officers to facilitate Block Club meetin�s and provide refresher training and coactung in the use of tYie SARA Model and cther restorative practices for problem solvine.
