An ordinance amending Chapter 33 of the Saint
Paul Legislative Code, establishing a new fee schedule
under the Bu�ding Code; and amending Section 38.04,
Subdivision 3, pertaining to inspection fees for ,
elevator equipment.
THE COUNCIL OF THE CITY OF SAINT PA�fTL DOES ORDAIN:
Section 1.
That Section 33.03 of the �aint Paul Legislative Code
be and the same hereby is amended to read as follows:
33•03. Permits not required. Permits shall not be
required for repairs for mai:�tenance only, or for
minor alterations provided they are not required
under �ection 301 of the Building Code, this
chapter, or other pertinent provisions of the
Saint Paul Legislative Code, and provided the
cost of such repairs and minor alterations does
not exceed the present market val�ze of ��AB 300.
Section 2.
That Section 33.04, Subdivision 1 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
33.04. Establishment of permit fees.
Subdivision 1. Fees required. Before issuing
any permit required by the Building Code, this
chapter, or other pertinent provisions of the
Saint Paul Legislative Code, the fee as indicated
in the following schedule shall be paid.

Where work for which any such permit is required,
is started, or proceeded with prior to obtaining
said permit, the fees specified shall be doubled,
provided that in no event will such double fee
exceed $300. The payment of such double fee shall
not relieve any person from fully complying with
the requirements o£ the Building Codes in the
execution of the work or from any other penalty
prescribed herein.
Building valuation for the purpose of establishing
building permit fees shall be as set forth by the
valuation data published by the Building Code
Division, Department of Administration, 5tate of
Minnesota, as may be amended from time to time.
Value of work other than that included in the
valuation data published by the Building Code
Division, State of Minnesota, must include the
cost of installations, alterations, additions or
repairs, including all labor and materials
supplied by the contractor; in addition, it shall
include all materials supplied by other sources
when these materials are normally supplied by the
contractor.

That Section 33.04, Subdivision 4 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
Subd. 4. Expiration of building permit. Every
permit issued by the building official under
provisions of this chapter shall expire and become
null and void if the building or work authorized
by such permit is not commenced within ��8 180
days from the date of such permit or if the
building or work authorized by such permit is
suspended or abandoned for a period of ��8 180
days at any time after wox�k is commenced.
ThereaYter, a new permit shall be required for
such building or work, but, if no changes have
been made or will be made in the original plans
and specifications for such building or work and ,
if one year or less has passed since expiration
of the former permit, the fee therefor shall be
one—ha]�' the original fee.
Section 4.
That Section 33.04, Subdivision 6 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
Subd. 6. Minimum fee. The minimum fee for any
permit shall be ��8T89 �12.00.
Section 5.
That Section 33.04, Subdivision 7 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
Subd. 7. Re�und of permit fees. A refund of �y 80
percent of any permit fee shall be made by the
building official for ermits issued under th�s
chapter, provided: (1� no work has commenced on the
project ior which such permit was issued, and (2)
the permit has been cancelled by the owner or holder
in writing within 6A 180 days of the date of
issuance. No refund shall be made on plan check fees.

In addition to the above fees, all transformers
for signs and outline lighting shall be computed

additional 100 VA or fraction thereof.
(d) Alterations, repairs or extension of electrical
work: For any alterations, repairs or extensions
of an existing electrical system where the work
is of such a nature that the fees for permit
cannot be determined from the above schedule,
the permit fee charge shall be based on one ercent
of the total valuation of the work as-se�-�e� �-
��-�a��e-�-a�e�e.
(e) Remote-coiztrol circuits, signal circuits and
low-energy or low-voltage power circuits:
For remote-control circuits, signal circuits and
low-energy or low-voltage power circuits (in
other than single-family and two-family dwellings) ,
the permit fee charge shall be made at the rate
above for cirucits, which will include ten
openings, plus �3:9A 2.75 for each additional
ten openings or fraction thereof.

(f) Transient projects: For permits on transient
projects including but not lim3ted to carnivals
and circuses, the inspection fees shall be
computed as follows:
Power supply units--according to Items (a)
and (b) of the Electric Work Fee Schedule,
A like fee will be required on power supply
units at each engagement during the season.
Ri3es, devices, or concessions shall be
inspected at their first appearance of the season
and the inspection fee shall be ��T9A 10.00
per unit.
(6) Gas burner, oil burner, wood burner, coal burner.
���#��A 20.00 for the first 100,000 btu per hour
input or fraction thereof, plus ��T�A 5.00 for
each additional 100,000 btu per hour or fraction
thereof. M�,ximum fee for each individual burner
sha11 be ���8r8A �400.00. Where dual Yuel
installations are made, the maximum combined;
permit fee shall not exeeed �4A8TA8 700.00.
(7) Plastering and stucco. �9TAA �2. Q0 for the
first 200 square yards or fraction thereof and

or fraction thereof..
(8) Plumbing, , one and two family dwellings (R-3 and R-4) .

no fee charge for an issuance of the certificate
of occupancy for n,ew buildings at the completion
of their cnnstruction covered by a building permit .
(2) Existing R-1 occupancies . $9. 00 per residential

(3) Existing buildings of A, E, I , H and B occupancies .

certificate of inspection shall be as set forth

wit certi icates of inspection on elevator equipment
will ne� be required in buildings owned and occupied

Where work for which any such permit is required,
is started, or proceeded with prior to obtaininq
said permit, the fees specified shall be doubled,
provided that in no event will such double fee
exceed $300 . The payment of such double fee shall
not relieve any person from fully complying with
the requirements of the Building Codes in the
execution of the work or from any other penalty
prescribed herein.
Building valuation for the purpose of establishing
building permit fees shall be as set forth by the
valuation data published by the Building Code
Division, Department of Administration, State of
Minnesota , as may be amended from time to time.
Value of work other than that included in the
valuation data published by the Building Code
Division, State of Minnesota, must include the
cost of installations , alterations , additions or
repairs , including all labor and materials
supplied by the contractor; in addition, it shall
include all materials supplied by other sources
when these materials are normally supplied by the
contractor.

That Sect:ion 33.04, Subdivision 4 0� the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
SuUd. 4. Expiration oY building permit. Every
permit issued by the building official under
pi-ovisions of this chapter shall expire and become
null and void if the building or work authorized
by such permit is not commenced within ��9 180
d��ys from the date of such permit or if the
building or work authorized by such permit is
suspended or abandoned for a period of ��8 180
days at any time after wo�k is commenced. �
Thereafter, a new permit shall be required for
such building or work, but, if no changes have
been made or will be made in the original plans
and specifications for such building or work ancl ,
if one year or less has passed since expiration
of the former permit, the fee therefor shall be
one-half the original fee.
Section 4.
That Section 33.04, Subdivision 6 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows:
Subd. 6. Minimum fee. The minimum fee for any

For remote-control circuits, sibnal circuits and

above for cirucits, which will include ten

That Section 33 . 05 , Subdivision 6 of the Saint Paul
Legislative Code be and the same hereby is amended to read
as follows :
Subd. 6. Fees for certificate of occupancy
(1) Original issue , new buildings . There shall be
no fee charge for an issuance of the certificate
of occupancy for new buildings at the completion
of their construction covered by a building permit .
(2) Existing R-1 occupancies . $9 . 00 per residential
unit ; minimum fee $49: 8A $75 . 00 , maximum fee
$}�5 .- 88 $250. 00 .
(_3) Existing buildings of A, E, I , H and B occupancies .

That Section 38 . 04 , Subdivision 3 of the Saint Paul
Legislative Code , pertaining to inspection fees for elevator
equipment , be and the same hereby is amended to read as
follows :
Subd. 3. Fee ; exception. The fee for the annual
certificate of inspection shall be as set forth
in Section 33.- 9�; -�a�agpapk-4 33. 04 , Subdivision 8 ,
par�a ra��h_��(� 4) (c) . The payment of fees in connection
wit ch ertificates of inspection on elevator equipment
will ne� be required in buildings owned and occupied
by axy-geverxr�ex�a� -agexey og vernmental agencies ,
including e��y, county, state and federal governmental
agencies . The city of Saint Paul shall be exempt from
the payment of such fees .
