THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That pursuant to the powers conferred upon the City Council
by Section 1.02 of the City Charter, all ward boundaries are
hereby eliminated.
Section 2.
That for election purposes, precinct boundaries as set forth
in Council File No. 268299, adopted by the Council on December
16, 1976, shall continue to remain in force and effect until such
time as amended by the Council pursuant to Minnesota Statutes,
Section 204B.14.
Section 3.
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

Dear Mayor Latimer and Members of the City Council:
On October 19 , 1981 , the Saint Paul Charter Commission, at a meeting
at which there was a quorum (twelve members present) , unanimously
adopted the enclosed resolution dividing the City of Saint Paul into
seven contiguous districts of substantially equal population and
numbering said districts serially from one to seven, inclusive.
Said resolution was adopted after public hearings on said district-
ing which were held over the past many months. These public
hearings were held after published notice of said hearings and
members of the public had the opportunity to speak, and did speak,
upon the districting proposals.
This districting resolution is being filed today in the Office of
the City Clerk, this date beinq sixty days prior to the day on which
filings open for the first City primary election occurring after the
1980 City election.
The procedures described above for dividing the City into seven
contiguous districts, the conduct of public hearings after notice,
and the adoption of the enclosed districting resolution were done in
accordance with and pursuant to Section 4 .01 .02 of the Saint Paul
City Charter, said Section being part of the amendment of the Saint
Paul City Charter made by the voters at the general election held on
November 4 , 1980.
Upon the filing of the attached districting resolution, and this
notice, the division of the City into seven contiguous districts
will have been accomplished and will become effective.

The members of the Charter Commission wish to express their appre-
ciation to Mr. John Connelly, Director of the Council Research
Center for the City of Saint Paul, and his staff, for the excellent
cooperation received from them by the Commission and the Redistrict-
ing Subcommittee, and the considerable time and effort which Mr.
Connelly and his staff expended in obtaining all information
required by the Commission to perform the task assigned to it by the
voters of the City.
Significant savings to the taxpayers were made by using the exten-
sive experience and talent of Mr. Connelly and his staff which was
available for this task, so that it was not necessary for the
Commission to engage outside "experts" to advise the Commission.

RESOLUTION AUTHORIZING PROPERTY
ACQUISITION DAYTON/DALE TAXICAB
REFUELING STATION, SUMMIT-UNIVER-
SITY DISTRICT 8
WHEREAS, the City Council has approved Community Development Block Grant Year VII
Program and Budget by Resolution, Council File No. 276522, adopted March 17, 1981 ; and
WHEREAS, said program provides for the acquisition and demolition of substandard
structures and/or non-conforming uses in the Summit-University District 8 Area located
within the boundaries of the City Wide Redevelopment Plan, for the purpose of removing
conditions of deterioration and aiding in the development of new housing units; and
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul , Minne-
sota (HRA) , has made certain determinations respecting the building and land conditions,
and the necessity to acquire the Dayton/Dale Taxicab Refueling Station in said Sumnit-
University District 8 Development Area, under the scheduled Program activities; and
WHEREAS, on October 29, 1981 , the City Council conducted a public hearing on the
proposed acquisition, in order that the property owner may attend and indicate their
opposition or support for this proposed acquisition.
NObJ THEREFORE, BE IT RESOLVED by the Council of the City of Saint Paul , in view
of the foregoing hereby adopted as findings, that the public acquisition by HRA of
the property identified as Parcel 107-17, 207 North Dale Street, Saint Paul , Minnesota,
in the Summit-University District 8 Area, under provisions of the Community Development
Program YEAR VII, is hereby approved upon a determination and hereby made that the
financial assistance to be provided under the Comnunity Development Program is neces-
sary to enable the Program to be undertaken in accordance with the guidelines, that
the land in the development area, herein identified, would not be made available for
redeveloprr�nt without such financial aid, and that the public acquisition and sale
