WHEREAS, The Council of the City of 5aint Paul did pass
Ordinance No. 16792, on May 19, 1981, wherein the Director of
Community Services was authorized to make rules for the use of
Saint Paul parks; and
WHEREAS, Said rules would be effective upon approval by the
Council by resolution; and
WHEREAS, The Director of Community Services has proposed the
attached rules, Exhibit A, for the use of Saint Paul parks; now,
therefore, be it
RESOLVED, By the Council of the City of Saint Paul that the
attached Exhibit A, entitled "Rules and Regulations for Saint Paul
Parks", are hereby adopted.

RULES AND REGUI�TIONS FOR SAINT PAUL PARKS
SECTION 1. GENERAL PROVISIONS.
1.1 Purpose
These rules are adopted pursuant to Council File No. 276749,
Chapter 170.10, of the Saint Paul Legislative Code, to afford a
means of maintaining and using the parks under the jurisdiction of
the City of Saint Paul in a manner which is consistent with the
maximum enjoyment of all persons and protective of the natural
resources in the area.
1.2 Definitions
�
a. "PARKS" shall mean and refer to any park, playground, golf
course, swimming pool, or any other area owned, improved,
maintained, operated or otherwise controlled by the City
of Saint Paul for recreation and natural resource pr�ser-
vation purposes.
b. "DIRECTOR" shall mean and refer to the Director of the
Department of Community Services or his designee.
c. "PERSON" shall mean and refer to any individual, firm, part-
nership, corporation and association of persons.
1.3 Hours and Access
a. The recreation and education opportunities of the City of
Saint Paul Parks shall be available to all members of the
public regardless of race, sex, age, creed, national origin
or place of residency.
b, The Parks shall be open to the public from daylight to 11:00
p.m. , prevailing time in the City of Saint Paul. Certain
park facilities shalZ be open only during times posted at
the facility. No person shall remain, stop, use or be pres-
ent within the confines of any park between the hours of
11:00 p.m. and daylight of the following morning or hours
as posted. Exceptions may be made at the discretion of the
Director in the case of an emergency or when special use

permits have been authorized or for other reasons the
Director may determine necessary or desirable.
c. Any section or any park may be declared closed to the pub-
lic by the Director at any time or for any interval of
time either temporarily or at regular stated intervals,
and either entirely or for certain uses as the Director
shall find necessary. The Director shall post a notice
of closing of any area of a park which is closed to the
public.
1.4 Park Buildings
a. No dogs or other domestic or exotic animals shall be per-
mitted in any park building without the express permission
of the Director; guide dogs will be permitted in park
buildings. '
b. No person shall roller skate or skateboard in park buildings
unless authorized by Director.
c. No person shall enter any room or area of a park building
where a "No Admittance" or "Employees Only" sign is posted.
d. Bicycles are not permitted in park buildings unless author-
ized by the Director. �
e. Persons shall enter parlt buildings only at designated public
entrances.
f. No person shall operate any radio, tape player or other
broadcasting device in a park building unless authorized
by Director.
1.5 General Rules
a. No person shall enter into any ponds or fountains.
b . No person shall take cuttings or slips from plants in any
park or park facility.
c. No person shall remove eoins from any fountain or pond.
d . No person shall throw, deposit, or cause to be thrown or
deposited any garbage, bottles, cans, paper or other refuse
except in designated trash receptables.

e. No person shall promote, advertise or sell articles, or
conduct, engage or cause to be presented any type of
exhi.bition, show, performance or entertainment without
a permit from the Director, and said activity shall only
be undertaken in the area designated in the permit and
under the conditions set forth in the permit.
f. No person shall sell any merchandise on park property
except those concessionaires authorized by the Director
SECTION 2. PERMITS.
2.1
Permits shall be required for the'use of all or portions of
specific areas, buildings, parkways, or other park facilities and
for conducting special events of a cultural, educational, politi-
cal, religious or recreational nature. _Any person� group or
association required to obtain a permit shall file an application
for such permit with the Director or his designee.
2.2
The grantee of a permit shall be �bound by all ordinances of the
City of Saint Paul and these regulations as though the same were
inserted in said permit.
2.3
The grantee of a permit shall be liable for any loss, damage or
injuries to the Parks or to any person, whatever, by reason of
the negligence of the person or pe'rsons to whom such permits are
issued.
2.4
The grantee of a permit shall not transfer or relinquish a permit
to another person or group of persons without the written permis-
sion of the Director. ,

The Director shall have the authority to revoke a permit upon a
showing of good cause for such revocation.
2.6
No person shall in any manner disturb, harass, or interfere with
the grantee of a valid permit nor with any of the grantee' s prop-
erty or equipment.
SECTION 3. SPECIAL ACTIVITIES.

3.1 Picnicking
No person while picnicking shall start a fire except in areas
specifically designated and equipped for outdoor cooking.�
3.2 Swimming
a. No person shall bathe, wade or swim in any park lakes or
ponds except areas specifically designated for bathing and
only at such times when a lifeguard is on duty.
b. No person shall bathe, wade or swim at any beach or pool ex-
cept when dressed in bathing attire which is socially accept-
able and conducive to water safety.
c. No person using a park beach shall swim outside of the des-
ignated beach area.
d. No person shall bring into or use at any beach or pool any
inner tube, life raft or other inflatable buoyant object
intended to support a person except personal flotation de-
vices approved by the U. S. Coast Guard.

e. No person shall use any beach or pool area for purposes of
picnicking, and no person shall possess, carry onto or scatter
on any beach or pool any glass bottle, broken glass, metal
can, or other debris which could be a safety hazard.
f. No person being in the custody of any animal shall permit
said animal to enter any beach area during the swimming season
as established by the Director of Community Services.
g. No person shall launch, dock or operate any watercraft in any
designated swimming area.
h. Al1 persons bathing at a beach or pool must follow the direc-
tions and instructions of the lifeguards.

i. Balls, discs, and other such objects may be used only in des-
ignated areas which sha11 be posted.
j . Persons using pools must pay for a ticket prior to entering
the pool facility.
k. ,Bicycles and mopeds are not permitted on a beach or within a
pool facility except at designated bicycle racks.
3.3 Bicyclingo �
a. No person shall ride or operate a bicycle in any park except
on designated bikeways or surfaces normally provided for
vehicular traffic.
b. Persons riding a bicycle shall observe and obey all traffic
and directional signs.
c. No person shall ride or operate a bicycle in any park except
in a prudent and careful manner, and unless such person shall
be capable of effective control in operation of said bicycle.
d. Pedestrians and motorized vehicles shall have the right-of-way
where a bicycle path intersects pedestrian trails or roadways.
e. No person shall ride or operate a bicycle in any park faster
than is reasonable and safe.

f. No person shall ride or operate a bicycle in any park
thirty minutes after sunset and thirty minutes before
sunrise without appropriate front and rear wheel lighting.
g. All bicycle riders shall remain in single file and proceed
in the extreme right-hand lane of a road or bikeway.
h. Bicycles shall be kept in bicycle racks or designated areas
and shall not be left in a manner so as to endanger other
park patrons.
3.4 Golf
a. No person or group of persons or organization shall play
golf or hold a tournament or use any golf course under the

jurisdiction of the Director 'without first having procured
a permit or green fee receipt from the Director.
b. No person shall drive, putt or in any other manner play or
practice golf except in areas specifically designatecl for
such use.
c. Valid permits or green fee receipts issued by the Director
or his representative shall be carried on the player, or
group representative, and shall be exhibited upon demand
at any time by the Director or his representative.
d. Golfers shall be properly attired in accord with socially-
acceptable standards.
e. No person shall tamper with any irrigation system, tee mark-
er, greens flag or maintenance equipment.
f. Entrance to or exit from any golf course shall only be
through designated access points.
3.5 Zoo
a. No person shall tease, molest, harass, or throw objects at
zoo animals. �

b . All persons shall obey signs as posted.
3.6 Conservatory and Other Park Flower Beds
a. No person shall walk or stand in planted beds or in areas
behind plantings.
b. No commercial photographer shall use the Conservatory in-
terior as background for photographs without a permit from
the Director and a fee shall be charged for said permit.
c. Any person damaging or destroying materials or plants will
be asked to leave the premises.
d. No person shall take cuttings or slips from plants.
e. No plants will be put on loan or sold.
3.7 Town Square Park �
a. No person shall place any object or foreign substance in the
waters of Town Square Park.
b. No helium balloons will be permitted in Town Square Park.
c. No person shall be allowed within Town Square Park without
shoes and a shirt.
d. No person shall sit, kneel, lounge, lay or otherwise recline
on the floors, stairways or escalators in Town Square Park.
e. No person shall recline or stand on benches and radiators,
or recline on ramps and walkways in Town Square Park.
f. No commercial photographer shall use the �own� Square Park
interior as background for photographs without a permit
from the Director and a fee shall be charged for said
permit.
