WHEREAS, the appropriations bi I I for Health, Welfare and Corrections,
Chapter 360, Article I, Section 7 (Health Support Services), Laws of Minnesota,
1981, as amended by Chapter 4, Article IV, Section 64 (Health Support Services),
First Special Session, 1981, provides subsidies for which the City of Saint Paul
is eligible, upon submission of a Community Health Services Plan; and
WHEREAS, the City of Saint Paul, in conjunction with the County of
Ramsey, has developed a Community Health Services Plan as described in
M.S. 145.911 - 145.922; and
WHEREAS, the Ramsey County Community Health Services Advisory Committee
has approved said Plan;
NOW THEREFORE, BE IT RESOLVED, that the Counci I of the City of Saint
Paul, acting as the Board of Health for the City of Saint Paul, approves and
adopts the joint Ramsey County Community Health Services Plan for 1982-83 and
hereby directs the proper City officials to submit said plan to all appropriate
local and regional agencies and to the Minnesota Department of Health,

Services (CHS) P!an :
ACTION REQUESTED:
Executive approval and signature
PURPOSE AND RATIONALE FOR THIS aCT10N: .
(n order to receive a CHS subsidy, the City must prepare a comprehensive plan
describing what community health services will be provided during the funding period.
The C-HS Plan must receive approval by the board of heal#h. Since this is a joint
Saint Paul-Ramsey County plan, both the City Counci t and Board of Commissioners
must approve the plan.

FINANCIAL IMPACT
The City, will receive $785,069 each year from the Minnesota Department of Health
to fund community health services during 1982 and 1983.
