On August 6, 1981 , the Zoning Committee conducted a public hearing on this case. One neighbor testified in mild opposition to multiple family dwellings in a single family neighbarhood. One letter was received stating no objections to the rezoning and the District 5 Planning Council submitted a letter in support of the rezoning. The Zoning Committee voted 5-0 to recommend approval of the rezoning. The Planning Commission considered the Zoning Committee's recommendation on August 14, 1981 , and voted 12-0 to approve the rezoning. The matter of the requested rezoning is scheduled to be heard by the City Council on September 10, 1981 . The site plan indicates two off-street parking spaces will be provided for each unit, which more than meets the Zoning Ordinance parking requirement. 3. The rezoning is in conformance with the Housing Plan. The Housing Plan encourages a more efficient use of land resources for housing development by encouragin� development of duplexes and triplexes on scattered vacant infill sites in lower density residential areas. (Policy S5, p.6) . 4. The rezoning is in conformance with the Land Use Plan. The Land Use Plan states: . "On scattered vacant sites in existing neighborhoods, the City will establish criteria which will allow new housing development at densities somewhat higher than the existing zoning but compatible with the general existing pattern of development." (P.23, Policy 4.1-4) 5. The proposed rezoning is compatible with the surrounding land uses. It will create an opportunity for affordable, energy efficient housing for families. F. There was opposition present at the hearing. Ms. Daykin showed slides of the site and reviewed the staff findings with a recomnendation for approval . District 5 Planning Council submitted a letter stating their support of the rezoning and one letter was received �stating no objections. Arthur Werthauser stated he had nothing further to add at this time. Jim Nagel , 1390 Burr, asked if the property in question was a single lot and whether off-street parking would be provided? Ms. Daykin explained that the property is an unplatted area which is the equivalent af three lots. She also stated that surface parking would be provided. Mr. Nagel expressed mild opposition to bringing multiple dwellings into a single family neighborhood, He felt the lots would be more ideal for single . family homes. Mr. Llerthauser testified that under the McKnight program, there cannot be one owner of any 2 or more units. The program is designed for young families who are required to live in the residence for two or three years before they can sell . � Hearing no further testimony, Mr. Bryan closed the,public hearing portion of the meeting. Mr. Lanegran made a motion to recommend approval of the rezoning based on findings 2 through 5 of the staff report. Mr. Pangal seconded the motion. The motion passed-'on a roll call vote of 5 to 0.
