WHEREAS, the Council pursuant to the provisions of Section 12. 09 of the St. Paul City Charter and the Public Employees Labor Relations Act of 1971, as amended, recognizes the Plumbers Local 34 as exclusive representative for those classes of positions within the City of St. Paul certified by the Bureau of Mediation Services under Case No. 73-PR-527-A for the purpose of ineeting and negotiating the terms and conditions of employ- ment for personnel in the classes of positions as set forth in the Agreement between the City and the exclusive representatives hereinabove referenced; and WHEREAS, the City, through de signated representative s, and the exclusive representatives have met in good faith and negotiated the terms and conditions of employment for the period May 1, 1981, through April 30, 1984, for such personnel as are set forth in the Agreement between the City of St. Paul and the exclusive representatives; and WHEREAS, the 1981-1983 Agreement has been reached which include s a wage adjustment retroactive to May 1, 1981 ; now, therefore, be it RESOLVED, that the Maintenance Labor Agreement, cited above, dated as of the effective date of this Resolution, between the City of St. Paul and the Plusnbers Local 34, on file in the office of the City Clerk, are hereby approved and the authorized administrative officials of the City are hereby authorized and directed to execute said Agreement on behalf of the City. PURPOSE AND RATTONALE FOR THTS ACTION Th�s Resolution approves the 1981-1983 Agreement between the City and the Plumbers Local 34. The changes in the new Agreement are early retirement insurance language and wages. The early retirement insurance language was corrected to include all titles in the bargaining unit. In the 1980 contract this was inadvertently changed to cover Water Meter 5erviceman only. At the request of the union, the early retirement insurance language is further changed to exclude Water Meter Servicemen, who retire in the future, from early retirement insur- ance benefits. The 1981 total package increase for Journeyman Plumbers is $1.86 per hour. This results in a $1.45 per hour increase in the base rate. The Agreement calls for a total package increase of $1. 85 on May 1, 1982. The determin.ation of the distribution of the $1. 85 will be made at a later date. Tl�e eo�trac� wili be reopened for wages only in May, 1983. The 19g1 total package for Water Meter Serviceman is $1. 08 per hour. The 1982 i.ncrease will be approximately $1. 38 per hour. 1983 wages will be negotiated. FINANCIA.L IMPACT The city has nine employees in the Journeyman Plumber classes. This will a.mount to an additional cost of $27, 144 in wages and $7,675 in fringes. There are 14 Water Meter Servicemen. The increase for these employees will cost an additional $31,450. The total 1981 cost amounts to $66,269. The 1982 total increases will amount to approxi.mately the same cost. ATTACHIKENTS: Resolution, Agreement and copy for City Clerk.
