RESOLVED, that the Civil Service Rules be amended in Section 8.A thereof so that the second paragraph of said Section 8.A shall read as follows: "However, if any employee, in the division where the vacancy has occurred, is on the Promotion List, he/she shall have absolute preference in hiring and no other names shall be given to the appointing authority. This pro- vision shall not apply to positions in the Professional-Administrative bargaining units, with the exception of the title of Office Services Administrator- Supervisor, or eligibles for positions in classes in which experience as a Carpenter is qualifying. Employees whose positions have been reclassified in accordance with Sec. 25. C of these Rules shall have preference in certifi- cation to their positions from the Promotion List irrespective of their standing on the list. The term tdivision� used in this paragraph shall mean �department� in all cases where a department is not divided into divisions. For the purpose of this paragraph�s provisions, the following are considered to be divisions of the Mayor's Office; Human and Civil Rights; Personnel. For the purpose of this provision, Legislative Operating shall be considered a separate depart- ment; Fire Equipment Services sha11 be considered a division of the Fire and Safety Services Department, and the Department of Public Works shall be considered as one division. RE: Resolution for submission to City Council ACTION REQtT�STED We recommend your approval and submission of this Resolution to the City Council. PURPOSE AND RATIONALE FOR THIS ACTION This Resolution alters, for one title(Office Services Administrator-5upervisor3, the rule regarding promotion rights. All professional-administrative positions currently are filled on a City-wide promotion basis. The one position which would be excluded from this rule and filled on a Departmental preference basis would be one which is utilized to promote persons from the Clerical ranks to the ProfessionaL This Resolution amends the second paragraph in Section 8.
