WHEREAS, protected classes are underrepresented in the City of
Saint Paul's workforce and the City has not been able to achieve its
affirmative action goals ; and
WHEREAS , there is a need for clarifying the handicapped affirmative
action program in that it was not addressed in the City Council resolution
pertaining to Section 8b of Saint Paul Civil Service Rules; and
WHEREAS, considerable discussion and debate have occurred in
relation to the most effective affirmative action program for the City of
Saint Paul; and �
WHEREAS , there is concern over the effectiveness of the City Council
resolution and that by petition of the voters the resolution is subject to
Election Referendum in March of 1982; and
WHEREAS, interested parties have expressed a continuing interest
in examining other possible avenues for affirmative action programming
administered by the City of Saint Paul; and
WHEREAS , there now exists an impasse in open and positive debate
on the affirmative action issue and given the expressed interest of all
parties to design a better and more effective affirmative action program
and their willingness to re-examine affirmative action in Saint Paul; and
WHEREAS, severe time constraints make it� impossible to adhere to -
the established committee appointment process;
BE IT RESOLVED that the Mayor of Saint Paul immediately appoint
an Affirmative Action Advisory Task Force composed of 5 civic or community
representatives , 5 representatives of human rights organizations , and
5 union representatives; and

BE IT FURTHER RESOLVED that the Mayor appoint a non-voting
chair for the task force and that the chair possess recognized mediating
skills; and be it
FINALLY RESOLVED that the Advisory Task Force be appointed by
September 17, 1981, with the approval of the City Council, and that the
task force report back to the Mayor, the City Council, and the Civil
Service Commission by December 1, 1981, with an affirmative action proposal
designed to achieve the City's stated objective of full protected class
representation in the City workforce. ,
