WHEREAS, for twenty seven years, Philip B. ]�rne served the people of the City of
Saint Paul as a lawyer in the City Attorney's Office. His retirement from the City Attorney's
Office marks the end of an extensive and distinguished public law career. Upon graduation from
the University of Notre Dame Law School in 1963, Mr. Byrne worked for the Minnesota
Attomey General's Office. In 1965, Mr. Byrne moved to Washington A.C. to become a
legislative counsel to United States Senator Walter Mondale. From Washington D.C., Mr.
Byrne, in 1969, moved to Alaska in order to practice law with the Alaska Legal Services
Coxporation where he would eventually serve as its executive director. From 1971 to 1973, Mr.
Byrne served in the Alaska Public Defender Agency. In 1973, Mr. Byrne returned to Saint Paul
and began working in the City Attorney's Office; and
WHEREAS, Philip B. Byme's years of quiet dedication and selfless morivation to use the
law to serve and protect the citizens of Saint Paui is evident throughout the City. The tangable
evidence of Mr. Byrne's legal skills are especially visible in neighbarhoods which are now
experiencing a renaissance from the nuisances and blighting influences which Mr. Byrne so
capably eliminated from their midst; and
19 WHEREAS, Philip B. Byrne's knowledge of public law is without peer. His willingness
20 to assist lvs colleagues, to mentor young lawyers and to provide sound legal counsel to his clients
21 so that they might achieve success in their endeavors is an irreplaceable legacy. All of those who
22 had the privilege of pracricing law with him or receiving his legal counsel wiil miss his wit,
23 wisdom, integrity and patience; and

25 WHEREAS, Philip B. Byrne's dedication to the law was overshadowed only by his
26 dedication to his wife, daughters and now his beauriful grandchildren. His family is surely the
27 source of all of the good things he brought to the City Attomey's Office and to the citizens of
28 Saint Paul; NOW, THEREFORE,

3 Attorney for the City of Saint Paul in aci�owledgment of the inestimable benefits he has
