APPEARANCE : Mr. $ Mrs . Reinhold Roemmich PROCEEDINGS : Earl Conley, supervisor of pest control for the City of St. Paul , spoke on the problem of rat infestation. Until recently, when evidence of rat�s became apparent the city has used poison application in their attempts to control the problem. Now, with a new foggingtech- nique , it is possible to determine if there is a break in a sewer line near infested sites, supplying a continuing source of food to the rat population. While the exact location of the break cannot be pinpointed, the building connected to the broken sewer line can be proven when fog appears from its ventstack, and the city then orders the sewer repaired. The homeowner is responsible for the cost of repair and must hire a contractor for the work. Along with the advance in technique which makes it possible to be certain there are breaks in sewer lines , there has been a large increase in the number found, and many of these homeowners find the repair costs beyond their means . The costs vary, depending on how much digging is necessary to find the breaks , but it could be anywhere from $700 to $3,000. There are no funding programs to ease the financial hardship nor are there any provisions for stretching out payment over a long period of years . �"�- After a discussion among the board members , the consensus was that the � City Council should be notified of the situation and that they be asked to consider ways and means of alleviating the financial hardship it is causing to elderly citizens and othersof limited incomes. Chairman Glassman said there was no question that broken sewer lines must be repaired, but he felt the city should be able to come up with some answers to ease the burden on those who cannot afford such an expense. As a start , he said he would address a letter to members of the City Council explaining the serious problem that has developed and will ask their assistance in finding a solution. BOARD ACTION: Mr. Knutson moved to postpone hearing on this �case and � ot er appeals involving the same problem for a period of 90 days , during which period an effort to find a solution will be made by the board in consultation with the City Council. APPEARAIVCE : Anton Daniluk Senator Roger Moe - 2- 8/11/81 - Meeting No. 176 � � � . �'��4 PROCEEDINGS: Senator Moe � stated that Mr. Daniluk emigrated to this country a ter World War II from Ukrainia, bought this property in 1958 and is now retired. His income consists of social security and the pro- ceeds of the less than $900 monthly income from rents . He lives in Apt. 1 and charges very modest rent for the remaining eight units because his tenants have limited incomes . He asked the board to give consideration to these circumstances. Mr. Knutson noted that the 30-amp electrical service was severely inade- quate. He recommended that the overfusing be corrected immediately as a temporary safety measure , and that the service be upgraded to code within six mant}rs . Heestimated the cos�C , roughly, to be around $5 ,000. BOARD ACTION: Mr. Knutson moved that a six-month extension of time be granted to complete the electrical work required, on condition that the present overfusing of the sysfem be corrected immediately as a temporary 'I safety measure. Four units '�� had private baths , and four remaining units and a sleeping room shared i one bathroom. He took the responsibility for maintaining the shared � bathroom in clean condition. He lived in Apt. #1 , where violations were �i cited by the city because there was no window in the kitchen and the , sink was located in the dining room instead of the kitchen. Apt. #3 I also had no kitchen window and the bathroom lacked a handsink, there being� � no space. I Jerry Kern explained that the housing code had recently been revised and i had taken effect since the original inspection, at which time the old i code applied. He questioned whether the sink in the dining room was a violation of code, and a handsink no longer needed to be within the room Hthere the toilet facility was located, F�ut could be outside in an adjacentl area. � �i � Chairman Glassman said the sharing of one bathroom by five persons gave I him some concern. He suggested that a variance, if granted, should be i limited to the period of Mr. Daniluk' s ownership or so long as he lived i in the building, whichever period was shorter. If at some future time Mr. Daniluk found it within his means to add one more bathroom, he might � again appeal to the board for a variance effective for the lifetime of the structure. ' Mr. Knutson suggested that Mr. Daniluk install mechanical ventilation in the two kitchens where there were no tivindows to provide natural ventilation. BOARD ACTION: Chairman Glassman moved that a variance ot Section 34. 11 e grante to permit the sharing of one bathroom by tenants of four d��relling units and one sleeping room on condition that no more than one person occupy each unit, limited to the period of Anton Daniluk' s owner- ship or his residency on the premises , whichever period was shorter.
