WHEREAS, the P�linnesota Pollution Control Agency (MPCA) is responsible for regulating,
investigating and limiting the discharge of toxic and hazardous substances into
the air, surface water and ground water of the State of Minnesota, pursuant to
Minnesota S�atutes 1967, Section 116.07; and
WHEREAS, the MPCA has on several occasions received complaints, both in writing
and on the telephone, regarding the Cooperative Plating Company, 1605 Iglehart Avenue,
St. Paul , alleging violations of the regulations and standards over which the MPCA
has jurisdiction; and
WHEREAS, following written complaints made in February and March of 1980, the Company
was inspected and found to have disposed of material on its property and in the
adjacent alley which, when analyzed, were shown to contain high levels of chromium; an
VJHEREAS, the MPCA met with the Company on April 4, 1980, to check on the origin of
these toxic materials, at which time it was found that the alley drainage containing �
these materials originated from the rooftops wh�re chromium mists from exhaust vents
accumulate in the roof snow and drain to the alley when the snow melts, and also
that sweeping compounds and tanks containing harmful substances had been imp:^operly
disposed of; and
t�!HEREAS, the MPCA followed this visTt with a letter to the Company, describing the
actions necessary to bring the Company in compliance with MPCA rules and regulations; nd
bJHERE�'1S, the residents and businesspersons in the surrounding neighborhood continue
to complain about white dust in the air, acidic odors, green-colored drainage and
snow, excessive runoff after rains and stunted garden growth, all of which are
indications of the Company's continuing disregard for MPCA regulations; and
t�IHEREAS, the MPCA has not followed up adequately an the Company's compliance with
the requ;rements set forth by State Statutes and Rules, to the potential detriment
of the heal�ch, safety and general welfare of the occupants of the surrounding neighbor
hood and of the City of St. Paul .

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of St. Paul requests
the Elinnesota Pollution Control Agency to enforce the rules and regulations for
which it is responsible in the case of the Cooperative Plating Company in St. P:aul ,
and to require the Company to eliminate the potential health hazards identified by
the h1PCA; and
BE IT FURTHER RESOLVED that the City Council urges the MPCA to establish a compliance
schedule for the Company to bring its operations and property into conformance
with all applicable MPCA rules and regulations; and
BE IT FURTHER RESOLVED that the Cauncil directs Deputy Director for Planning to
convey this Resolution to the Minnesota Pollution Control Agency at the earliest
possible opportunity.
