remaining funds will be allocated to project SP-0401, Reaney/Bush/Cypress,

The report and recommendations of the Long-Range Capital
Improvement Budget (CIB) Committee for the 1982 and 1983
Residential Street Paving Programs (RSPP) are attached.
I have also attached a copy of a resolution for your con-
sideration which will implement the paving recommendations ;I
of the CIB Committee . I have made no changes in the I
Committee ' s recommendations. �
The recommendations were developed according to the format I,I
of the Unified Capital Improvement Budget Process (UCIPBP) . I
Proposals were solicited by the Budget Section of the �,
Mayor ' s Office and then reviewed and rated by the Streets !
and Utilities Task Force of the CIB Committee . Then recom- i
mended budgets were prepared by the CIB Committee for the �
Mayor and City Council .
The paving priorities for 1982 and 1983 were recommended ;
with the understanding that the projects would be implemented I
without any special assessments. Because of the significant �
cutback in state and federal aids, I am asking that the City' s
current assessment policy be analyzed and recommendations for
changes be identified. If there is future Council action to �,
change the assessment policy for street reconstruction, then
a decision will have to be made as to if it should affect thes�
pavinq priorities recommended by the CIB Committee . �'
I have asked Councilman McMahon as Chairman of the Council ' s ��
Finance , Management and Personnel Committee to review the j
resolution and take public comment on it at the Finance j

Listed for your review and consideration are the Streets & Utilities Task Force
recommended priorities for the 1982/1983 RSPP. They are listed in priority order.
The task force did not attempt to recommend RSPP budgets for 1982 and 1983.
Because there are two fund sources and two years involved, we felt that the CIB
Committee might better address specific budgets.
You will note that the recommended priorities do not correspond exactly with the
ratings of the proposals. Because the adopted RSPP Guidelines specifically
prohibit funding of two proposals from one district, the second ranked proposal
from the three districts with two proposals was moved to the end of our recommended
priorities. �
In addition, SP-1305P -- Frontenac was given 7th priority. The low cost and extrem
deterioration of this street led to this action.
Finally, the Task Force would like to make the following recommendation:
It appears that a number of the streets submitted for 1982/1983 RSPP funding
do not require the extent of improvement provided under the RSPP. At the same
time, some improvements were of inerit. As an example, in some instances
asphalt curbing and boulevard reconstruction would provide significant benefit
at far less cost. Therefore, the Streets & Utilities Task Force recommends
that less expensive alternatives which bridge the gap between present oiled
street problems and paved streets be explored and implemented.
