The meeting was called to order at 11:00 a.m.
STAFF PRESENT: Corinne Asuncion, LIEP (License, Inspection, Environmental Protection);
Christine Rozek, LIEP
Gerry Strathman stated this hearing is being held to hear objections to the issuance of a license to
Value Auto Sales and Leasing.
Christine Rozek reported the applicant is Mary Costas Enterprises, doing business as Value Auto
Sales and Leasing. This application is for a second hand dealer-motor vehicle license. No
conditions haue been placed on this license. All requirements for zoning, fire, and licensing haue
been met There are no pend'mg adverse actions against this license. The recommendation from
LIEP is for approval of this license applicarion.
Melissa Mathews, Community Organizer for St. Anthony Park Community Council, appeazed
and stated the community council passed a motion to approve this license with the condition that
the flags and streamers be removed. The community council feels the flags and streamers _
contribute to the visual blight of the community. As there is redevelopment along the Midway
area, they would like to see this business be a positive contribution with the exception of the
flags and streamers.
Hossein Aghamirzai, owner, and Mohsen Aghamirzai, manager, appeared.
Mohsen Aghamirzai stated the flags and streamers contribute to the look o£ the area. They aze
new. He operated a business at 1852 University for six years. The flags and streamers at that
location have been replaced every year. The flags and streamers were installed about a month
ago at 2250 University and look very nice. They give off a cheery and happy atmosphere. None
of the streamers aze hanging on the steeet with strands ftying all over. If there is a problem with
them, he encourages people to let him know. If anytIiing is creating litter, it can be addressed.
Flags and streamers are a marketing strategy for a car lot. He needs to have them there. They
will be maintained.
Mr. Strathman asked what this business is near. Mohsen Aghamirzai responded it is next to
Porky's Restaurant.
Mr. Strathman stated he is a little puzzled. This seems to be a commerciai strip, and not a quiet
residenrial azea. Porky's is a colorful establishment. He does not understand the concem of the
neighborhood about the streaxnars. Ms. Mathews responded there is a University Avenue

corridor initiative redevelopment that is moving forwazd. There wiIl be many types of
businesses such as used caz lofs, commercial, housing, t�•ansportation; the whole Midway area
will change. The flags and streamers detract from the upward look of the azea. The community
council recommends a Minnesota flag or a IInited States flag. The flags and streamers are used
to keep birds away from the caz lot, but the communiry council feels fhere aze other ways to do
that. The community council also feels the flags and streamers are snnilaz to billboards: they
effect an area economically.
Mr. Strathman asked is there any code that would prohibit the use of streamers in this type of
locafion. Christine Rozek responded there is no type of code; however, there was a council
member that would not aliow any used caz establishmems in his wazd to have streamers. Every
license that went into his ward had a condition of no streamers; therefare, there is a precedent for
having such a condition on the licensa.
Mr. Strathman recommended approval of the license application. He understands what the
community is trying to do, and everyone is supportive of hying to improve UniversiYy Avenue.
However, he cannot see the basis for saying the business cannot have streamers. They do not
seem inappropriate for a commercial street such as University Avenue. He understands that
people have different senses of what is tasteful and what is constructive, but streamers do not
seem offensive ar unusual. A copy of the letter from Sf. Anthony Park Community Council will
be inciuded with Mr. Strathman's recommendation to the City Council. If Ms. Mathews would
like to add something objecting to his decision, she can submit Yhat to him by noon of June 29.
The finai decision rests with the City Councii. It will be on the Consent Agenda of the City
Council rneeting at 3:30 p.m, on 7uly 5, 20Q0.

On behalf of the St. Anthony Park Community Council, I am wating regarding the
applicauon for a Class C license at 2250 Universiry Avenue West. The application
purpose is for a Second Hand Dealer - Motor Vehicle License owned by Hossein
Aghamirzai.
Originally, when the Class C license for this lot was applied for in 1990 it was in the
agreement that no repairs wiit be done, which is a condition on the license. As well, the
dealer agreed to not install streamers azound the lot as it is not consistent and keeping
with the development of the commsanity. After the Class C license was approved, the
owner raised flag stseamers surrounding the business lot.
l�iow that the application is being reviewed, it is the CounciPs respectfu[ request that the
owner remove the fiag streamers. 7'he Full Councii met Wednesday, June 7, 2000 and
unanimously approved tUs Class C license request contingent upon the remova! of the flag
streamers around the business lot of 2250 University Avenue West.
