The Housing and Redevelopment Authority, et al, purs�.nt to the provisions
oi the City Wide Redevelapment Pl�.n, adapted and approved by the Council of
the City oi Saint P&ul on January 13, 1981, Council File Pdo. 276zg�, states
the proposed streets and a11ey vacations are required for site assembly of
the East Seventh Street UDAG P�"oject. The area to be tira.cated consists of
� 2�,880 square feet and is zoned B-3 (Business).
The Depa.rtment of Pub�ic Works reports tY�.t Arcade Street is an improved
street and �hat only a sma.11 part oi the street right-of-way, which will be
tne west side portion o� the sidewaLk area oetween Minnehaha and Beech Street,
w ill be vacated. Beech Street is an uni.mproved but traveied 60 foot wide by
�-i0 foot long dead-ended stree� right-oi-way. The a11ey in Block 1, Schurmeiers
Seventh Street Addition is also an unimproved but traveled 20 foot wide by
approxima.tely 185 foot 3ong dea.d-ended alley.
The Pub lic Works Department states that access along Beech S-treet must be re-
tained to the sa.tisfaction of the adjoining property owners (Note; Al1 the
property owners along Beech Street ha.ve signed the vacation petition and are
involved in the planning of the development.). They also sta.te tha.t the alley
in Block l, Schurmeiers Seventh Street Addition has an existing private sewer
connection that must be retained as long as it is needed for the existi.ng
structures.
The Water Utility reports a water ma.in in Beech Street west of Arcade Street�.
This wa.ter main serves the property at 797 Beech Street. The Water Utility
requires an ea.sement for access to this water main and service connection
(restrictions within the easement area will be stated later in this report) .
