Resolution of the Council of the City
of Saint Paul, Minnesota approving and
authorizing the filing of an application
for the HUD Housing Counseling Program
proposal.
WHEREAS, under the Mayor' s Administration and City Council guidance,
the Saint Paul Housing Inforaa tion Office has effectively provided
housing counseling services since 1977 ; and
WHEREAS, the Saint Paul Housing Information Office has established
a working relationship• with the HUD Area Office; and
WHEREAS, higher housing costs, energy costs, and low vacancy rates
have made housing concerns more imminent to St. Paul residents; now,
therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby
approve the filing of the application for the HUD Housing Counseling
Program by the Saint Paul Housing Information Office; and, be it
FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive
Officer of the City, is hereby authorized and directed to submit the
HUD Housing Counseling Program application to the United States
Department of Housing and Urban Development in such form as prescribed
by the regulations of said department; and, be it
FINALLY RE�OLVED, that the Mayor, or his designa.ted representative,
is further authorized to execute and submit to the United States Depart-
ment of Housing and Urban Development any assurances, certification or
additional information that may be required by the said department during
their review of the City' s HUD Housing Counseling Program application.

ACTION REQUESTED:
The St. Pau1 Housing Information Office requests that the Mayor and the City Council anbrove
this resolution supporting the Housing Information Office/HUD Housing Counseling Certification
application.
PURPOSE AND RATIONALE FOR THIS ACTION:
The St. Paul Housing Information Office, as part of the city coordinated housing effort,
would like to apply for the HUD Housing Counseling Certification. This application would
only provide HUD recognition for the 4z+ years of the Housing Information Office's housing
counseling experience. As it is known, none of the previously St. Paul HUD ap�roved housing
counseling agencies have been funded for the next year by HUD. The Housing Information
Office application would not require HUD funding but the certification would enhance our
current working Housing Information Office/HUD housing counseling relationship.
