WHEREAS, the City of Saint Paul has recently received a federal grant for
Transportation Systems Management of the downtown area from the Federal
Highway Administration.
WHEREAS, the City of Saint Paul desires to continue and improve its transportation
systems and services which compliment increasing usage of the downtown area.
WHEREAS, the City of Saint Paul, working with the Minnesota Department of
Transportation, has prepared the necessary agency agreements, and are
jointly prepared to administer this grant program offered by the Federal
Highway Administration beginning in October, 1981 for an approxi.mate 2
year period.
WHEREAS, the Council of the City of Saint Paul has reviewed the activities
to be conducted through this agency agreement and assigns the administration
of this agreement to the Department of Planning and Economic Development.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul
approves the activities to be conducted and authorizes those proper city officials
to implement the aforementioned grant agreement.
BE IT FURTHER RESOLVED, that the City of Saint Paul desires to receive
regular reports of the status of these grant activities.

The City of Saint Paul has recently been selected by the Federal Highway
Administration as one of thirty-seven (37) cities in the country to
demonstrate that certain downtown transportation services have a positive
impact on employees, visitors, shoppers, residents and on transportatian
facilities including streets, sidewalks, skyways, park.ing facilities.
The primary purpose of the grant will be to assist ongoing programs
within the next two years complimenting growth in downtown development
and usage.
Specific downtown program activities include:
1) Comput�rized signal system preliminary engineering
2) Fringe parking/shuttle bus systems
3) Shopper parking and Pathfinder signage systems
4) Seventh Place operations ar.d minor imprcvements
5) Skyway directory systems
6) Bicycle storage facilities
7) Transit signage and facility improvements
8) Monitoring and evaluation activities
The grant will permit the City to improve these programs as needed and
represents approximately 15% of the total project costs. No additional
x City funds will be necessary to conduct these activities within the
next two years as pre�ently budgeted.
