This approval by the Planning Commission represents their recommendation to the Mayor and the City Council that the study's land use recommendations should be adopted. I am distributing copies of the document for your review prior to the Council 's public hearing on the Study. This Study has undergone an extensive review process both at the district and cit staff levels. It was approved by both the District 2 and District 4 Community Councils and coordinated with the Publ�c Works De�artment effort to provide pondi g sites and the Independent School Districts need to secure a playground site for Parkway School . The resu1ting study provides a land use framework for future development, and an implementation strate�y for that development. ',I I am impressed with the coordination of efforts by the district councils, the cit denartments, and the Independent School District. The document clearly expresses that cooperative venture for land use planning and I am pleased to transmit this study to you for your adoption. At that time the proposed co - nector, known as the Etna-Birmingham corridor, was sup' ported by the City of St. Paul as well as other affect�d municipalities. MnDOT proceeded to acquire property, n a hardship or protective buying basis, along the propo ed route. i By the 1970s, the need for the Etna-Birmingham connect�r was being seriously questioned. District 2 also voiced a concern for public o en space and playground space for Parkway School , and th�,y requested a study to determine appropriate uses for th�e vacant land within the district. � On January 9, 1978, the Minnesota Department of Transp�or- tation notified Mayor George Latimer that MnDOT decid d to delete the Trunk Haghway 212-61 connector and was go�ng to reconvey or release all lands on the rights-of-way i acquired for that corridor. On March 3, ]978, the Mayor asked MnDOT to hold all state owned lands along the corridor until the Planning Division could develop a study for the appropriate reuse of the, land.
