Laws 1971, Chapter 773, Section 1, as amended Yt� by Laws 1974, Chapter 351, Section 5, Subdivision 1, Laws 1976, 11 Chater 234, Section 1, and Laws 1978, Chapter 788, Section l, is 12 amended to read: 13 Section 1 . [ST. PAUL, CITY OF; CAPITAL IMPROVEMENT � 14 PROGRAM. j 15 Subdivision 1. Notwithstanding any provision of the 16 charter of the city of St. Paul, the counci]. of said city shall 17 have power by a resolution adopted by five a£firmative votes cbf 18 all its members to authorize the issuance and sale of general. ' - 19 obligation bonds of the city in an amount of $6, 500, 000 far e�ch 20 calendar year for a four year period commencing with the year 21 i976, and aggregate annual amounts not to exceed the limits 22 prescribed in subdivision 2 of this section, for a five year ! 23 period commencing in 1980, £or the payment of which the full ', 24 £aith and credit of the city is irrevocably pledged. i 25 Subd. 2 . For the year 1980 the city of St. Paul is 26 authorized to issue bonds in the aggregate principal amount o�£ ' 1 - � • � � ) _ _ k .. . S amount equal to one-fourth of one percent of the assessors 6 ��+��ed estimated market value of taxable property in St. Paul 7 as €�na��y ee�a��seel, whichever is greater, provided further 8 that no more than $8,000, 000 of bonds is authorized to be issued 9 in any such year, unless St. Paul ' s local general obligation 10 debt as defin�d in this section is less than six percent of such 11 market value calculated as of December 31 of the preceding year; 12 but at no time shall the aggregate principal amount of bonds ------------------------------------------------------------ 13 authorized exceed $8, 500, 000 in 1982, $9, 000,000 in 1983 and ------------------------------------------------------------ 14 $9,500, 000 in 1984. 15 Subd. 3 . For purposes of this section, St. Faul' s general 16 obl�.gation debt shall consist of the principal amount of all 17 outstanding bonds of ( 1) the city of St. Paulo the housing and. 18 redevelopment authority of St. Paul, the civic center authority . 19 of St. Paul;and the port authority of St. Paul, for which the 20 full faith and credit of the city or any of the foregoing 21 autharities has been pledged; (2) Independent School District 22 625, for which the full faith and credit af the district has 23 been pledged; and (3 ) the county of Ramsey, for which the full 24 faith and credit of the county has been pledged, reduced by an 25 amount equal to the principal amount of such outstanding bonds � 26 multiplied by a figure, the numerator of whieh is equal to the 27 assessed value of property within the county outside of the city 28 of St. Paul and the denominator of which is equal to the 29 assessed value of the county. . 30 There shall be deducted before making the foregoing ' 31 computations the outstanding principal amount of all refunded 32 bonds anel, all tax or aid anticipation certificates of 33 indebtedness of the city, the authorities, the school district 34 �and the county for which the full faith and credit of the bodies 35 has been pledged and all tax increment financed bonds which have -------------------------------___-------___---- 36 not used, for the prior three consecutive years, general tax ------------------------------------------------------------ __, 2 � . � ��bZ- . „ ., .
