RESOLUTION CALLING FOR A PUBLIC HEARING ON A
PROPOSAL FOR PHASE II OF A PROGRAM FOR ENERGY
IMPROVEMENT AND ENERGY REHABILITATION FINANCE '
PROGRAM PURSUANT TO CHAPTER 222 OF THE LAWS ',
OF MINNESOTA FOR 1981 AND AUTHORIZING THE ',
PUBLICATION OF A NOTICE OF SAID HEARING '
WHEREAS, Chapter 222, Laws of Minnesota for 1981 (the "Act") ,
provides that the City may develop and administer a program for
the making or purchasing of energy improvement or energy rehabil- ;
itation loans with respect to housing located anywhere within its i
boundaries on such terms and conditions as set forth in the Act
and an ordinance adopted by the City Council of the City; and
WHEREAS, pursuant to the Act the City Council on June 11, 19811,
adopted Ordinance No. 16800 (the "Ordinance") amending Chapter 72 I
of the Administrative Code of the City to provide for a program folr
the making or purchasing of energy improvement or energy rehabilit�-
ation loans with respect to housing located within its boundaries;'
and
WHEREAS, in said Ordinance the City has determined that: (1) ,�
there is a continued need to reduce consumption of energy from non�-
renewable petroleum based resources, (2) there are housing units I
within the jurisdiction of the City which are in need of energy
improvements and energy rehabilitation, (3) private sources of '�
financing are not reasonably available to provide the needed loansl
for energy improvements and energy rehabilitation, and (4) the I
types of energy improvements and energy rehabilitation authorized '�,
under the Ordinance will reduce the consumption of energy from nor�-
renewable petroleum based resources or from nuclear sources; and

WHEREAS, the Act provides that the City may authorize, issue
and sell revenue bonds or obligations to finance the Program, and
exercise the same powers as the Minnesota Housing Finance Agency �
is authorized to exercise under the provisions of Minnesota
Statutes, Chapter 462A (the "State Housing Act") , without regard
to any of the limitations set forth in Minnesota Statutes Chapters ;
462C or 475; ancl -
WHEREAS, the Act provides that the City may by ordinance
authorize the HRA to exercise any or all of the powers granted to �
the City by the Act, and the Ordinance has so authorized the HRA,
subject only to individual program or project approval by the
City Council; and
WHEREAS, the City Council approved Phase I of the Energy
Improvement and Energy Rehabilitation Finance Program (the "Pro- �'
gram") and now desires to hold a public hearing on Phase II of '
said Program prior to granting its approval for the Phase II of
the Program. ,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Saint Paul as follows : '
1. A Public Hearing on said proposal of the Borrower will ,
be held at the time and place set forth in the Notice of Hearing
hereto attached. ,
2 . The general nature of the Program and an estimate of
the principal amount of the Bonds to be issued to finance the
Program are described in the form of Notice o£ Hearing hereto '
attached. '

3. The Notice of said Public Hearing shall be in
substantially the form contained in the Notice hereto '
attached.
4 . The City Clerk is hereby authorized and directed '
to cause notice of said hearing to be given one publication '
in the official newspaper and in a newspaper of general '
circulation available in the City of St. Paul, not less
than 10 days nor more than 30 days prior to the date fixed '
for said hearing, as shown in the notice of hearing hereto
attached.
