Nord � Assistant City Attorney DATE: November 24, 1981 RE: Claim against the City of Saint Paul by Robert L. Parks Mr. Parks was stopped at a stop light on November 28 , 1979, when a city dump truck ran into him from the rear with considerable violence, causing a total loss to his car and persistent neck and back injuries to himself. His incurred medical and hospital expenses were in excess of $4,000, and still experiences symptoms. The case is one of liability.
